sion. The sub committee having
charge of the bill has tentatively
wiped out nearly the entire throe
million "dollar Increase.

ment's program in this respect would
open the way for approxlately 100
office holders.

Reclamation Work.
A large part of the proposed in-
crease is found ir. the recoif Hernia-
tion for the great Elackfoot Indian
irrigation project and Bimilar recla-
mation work on other Indians lands.
According to Representative Ste-
phens the chairman of the commit
tee the democrats are willing t
recommend irrlgatif.n projects for
the Immediate use of the Indians
themselves so cs' to glvo them ap-
proximately fifty acres of irrigated
land for each family but the com-
mittee is not willing to authorize
great reclamation projects upon In-
dian lands that would throw these
lands upon the niarkot In competi
tion with the lands which the recla-
mation service has put 011 sale.
In this connection it develops that
the government is not doing a rush-
ing business in disposing cl its great
tracts of Irrigated lands out west
and that the reclamation service Is
showing considerable concern over
the slowness of sales cr occupa-
tion. This is offered by members of
the Indian affairs committee as an
additional reason why the big irri-
gation projects recommended by the
Interior department should not be
undertaken at this time. '
In addition to the foregoing rec-
ommendations t'ae department aska
for ILT.O.fifiO to educate ' the Mojave
Indians. Chairman Stephens Rays the
committee in the ensuing bill will
devise a way of educating these In-
dians but not by a lump sum ap-
propriation of a (pinrter of a million
dollars.
The Mojaves says Judge Stephens
are in some respects the most In-
teresting Indians in America. They
are pure nomads living scattered
over part of Arizona and part of New
.Mexico with their wandfTing herds
of sheep and cattle. They ureas bet
ter than the average -Indian l.'iey
are self sustaining and last year
sold $700001) worth f blankets from
the wool of their sheep which the
woman wrought ir.to tho famous
Mojave blankets.
About tho time the Mojave Indian
boy gets to be alio.it fivf years of

nut becomes a shepherd. The whole
tribe is constantly on the move and
In order to spend a quarter of a
million dollars to teach them the ru-
diments of learning the little shep-
herds would htivj to bo kept corral-
ed. Would End Wanderings.
The committee proposes to edu-
cate these Indians by first laying
the groundwork of breaking up their
nomadic life. II proposes to make
them allotntentu of land whereby
communities of rot less thnn thirty
families will have fixed nbodes from
which thy can ply fheit trade of
sheep raising and blanket making
With the Indians thus settled the
committee would provide a school
house nnd a tenchcr for teach com-
munity. Chairman Stephens savs that the
Indian appropriation bill this year
will carrv no legislation and will
be a strictly fircnl measure. lie
expects to have the bill teported to
the house by the first of next week.
