other issue during the approaching
national campaign and affairs are so
shaping themselves here that the
presidency may he decided on the
one word "wool."
The wooien schedule is admittedly
the most iniiiiitioiis in the I'ayne-
Aldrieh tariff law. The president in
his Winona speech practically admit-
ted as much and the report of the
tariff hoard declares that most of
the rates in this chedule are excessive
and that others are prohibitory.
This schedule will be among the
lirsl revised by the democrats of the
house and even the republican mem-
bers of the ways and means commit-
tee have become convinced that revis-
ion is imperative. They are at work
on the bill to lower the duties of the
most abused schedule in the exislintt
tariff act.

and means committee will frame a
bill on a "tariff for revenue basis."
The lilies are sharply drawn between
the two factions in this respect. The
republican insurgents of the house
have no representation in the ways
and means committee so the two
bills that are considered in that com-
mittee will he a protected bill and a
revenue bill.
Of course it is not to he denied
that politics will play a big hand in
the tariff revision in both houses.
The democrats intent upon tariff re-
vision and honest in their purpose
will also be seek'ing every opportune-.'
to put the resident in the hole and
to convince the country that the r?-
puhlicau l arty is still "standpat" re-
gardless of the exhaustive report of
the tariff board which justifies demo-
cral ic claims that the rates of sched-
ule K are outrageously high.

ident in the event it is shown that
the administration does not propose to
have a sweeping reduction of the tar-

long session with tariff legislation

plan is that the house will first pass

work on the wool bill. The cotton
: bill will follow as soon as the tariff
board makes its report on the cotton
