Public opinion Is greatly divided
over tho cause of Mr. Halfour's resig-
nation as leader of the Conservative
party. That he is not a well man no
one doubts but there are those who
seem to think tiiat he would have held
on for several years to come bad there
not been such great dissension with-
in his own ranks. After twenty years
of leadership in ami out of office Mr.

liked and respected by all the men lie

law to mean every restraint of trade

loan of the United Slates that decided
the Sherman law to mean only those
restraints that the judges may regird

a court like the federal court presided
over by .Judge Sanborn which decides
that ibe states have practically no
power to regulate railroad rates; or a
federal court like the one presided
over by .Judge Warrington which de-
cides quite the opposite? When the
federal courts exhibit such remarkable
