Shonly after midnight she stopped

San Antonio Texas May 11. One
of the customs of the San Antonio
public schools which is sure to he
copied elsewhere is that of the va-
rious schools of the city giving an
afternoon entertainment in May of
each year in the form of a mock car-
nival The rooms in the various build-
;::."s plan for this entertainment
which is not unlike in many respects
the old time 'May festival. A queen
is selected by popular bailot each
chiltl iaying one penny to vote. This
tonus the nut lens of cash with which
to start the various departments of !
the carnival. Tents are erected in
the school grounds af'er the fashion
of thos put up where large carnival
attractions are given and in these
tire ;i!l manner of entertainment from
a menagerie made up of toy animals
and hoys in disguise to the "will
man of Hornco." There are gypsy
camps fortune tellers galleries when
your picture is made while you wait
while others contain freaks such as
the boy with his feet where his head
ought to be the latter freak being
treated by having a hoy lie with
his feet on a pillow. In planning
the entertainment the creative abil-
ity of ;h" children is given a wide
swing and many of the hoys show
unusual lung rower in the capa itv
I of 'barkers" at the entrance to some
; of the shows. There is also a culture
siile to the entertainment consisting
of a musical program and such en
j tet tainnicnt as appeals to the Intel-
j b ctnal powers of the children. Ro-
frcshnwnts ao served and thus th"
I day is made both delightful and in
jstnietive to the pupils stimulating
j that spirit of gootl fellowship that
lean be brought nbout In no other
way. In many respects these mock
carnivals are unique. The money se-
cured is used for educational pur-
poses in t!;e various schools and the
room raising the greatest amount of
: money is awarded n prize usually a
handsome picture to hang on the
wall. Interest in Ihrse events fs
1 not confined entirely to children
i many parents attend and take a deep
interest In the various events.
Washington D. C May 11. If a
hill introduced by Senator Gore at
the present session of congress be-
comes a law Oklahoma will have a
good roads fund of about $2mm00o
for the building of public highways.
Senator Core's bill apporpriates
one-half the money derived from
the sale ot public lands in that i
state to a special fund for that
state and lent to the various coun-
ties for road building. The Oklahoma
senator declares that the revenues
derived from the sale of such lands
has leen diverted fror.i his state.
Under an act passed in l!th2 the
receipts from the t-ale and disosal
of public lands is appropriated to the
construction of irrigation works and
the reclamation of arid lands. None
of the money for that purpose is
spent in Oklahoma.
All Spent Out of Oklahoma.
Now the senator makes the plea
that as Oklahoma has received none
of the benefits from the revenues de-
rived from his state it should be
given at least one-half of the fund to
be used for the improvement of the
state as a substitute ior its lack of
having irrigation projects or for the
reclamation of land. Neither of these
projects are necessary in Oklahoma.
His bill provides that the money
appropriated for good roads shall be
held by the state as a trust fund
which is never to he expended but
lent to counties or other subdivisions
of the state for terms of five years
at 5 per cent er annum for the con-
struction of public roads. It provides
that no part of the fund ever shall
lie used for the purchase of rights
of way or for the maintenance of
roads and that when the money i.
returned to the treasury of the state
it shall be lent again uixin like terms
and conditions.
For National Supervision.
Ucfore the fund becomes available
the1 state legislature of Oklahoma
must enact laws that will protect
the money as provided for in Senator
Gore's hill. The state must satisfy
the secretary of agriculture that it
has amply provided for the lendin?
collection and use of the fund. When
the secretary of agriculture certifies
that fact to the secretary of the
treasury then the money is to be paid
to the state treasurer of Oklahoma In
twelve annual installments.
