peace. The knowledge came upon
my heart llfce a scourge and what
nine Alexanders should have dono I
have tried to do too late!"
"Mine be the blame and mine the
punishment" Sophia respondi-d bit-
terly "for It was 1 who urged those
reforms which were no reforms. I
should have known tnat the very gen-
tleness of heart which made you
grieve for these poor ones whose
blood Is my blood would carry with

Justice and .liberty and equality.
"And oh angels might weep at the
piteous jest of it all! The nobles
laughed and tho peasants only awak-
ened and inflamed laughed too when
they found tho futility and impo-
tence of him who is proclaimed the
lord and master of life and death
throughout all this land oh 'heart
of mini' no fretting halie .has less
of manful jtower than Alexander!"

suggested.

but Sophia caught him by the neck.

exander; for my love; for the love
of my suffering kind from whom I
came try once again!" she pleaded.
The tsar frowned.
"Of what avail will it be?" he
queried. "1 have made one more
proclamation but it should as well
be devoted to the flames for it will
ne r reach outside my palace. To
whom shall I entrust it? Tho lying
nobles that surround me? They would
make a jest of it first and destroy
It next. My guards? They are trait-
ors every one."
"Ciive it to me me" she cried.
"Leave it to my woman's wit to see
:hat it goes among the people for
oh Alexander your life is inuoh to
me!"
He looked at her curiously for a
time and then slowly he took from
his breast-pocket a sealed parchment
and gave It to her. Weeping hyster-
ically crying aloud she clung to
him and kissed htm again and again
and .he left her in her tears.

Tho days passed by. Througnout
the length and breadth of the do-
main the .proclamation flew from
mouth to mouth. Once more Slavla
was to be free and this time the
proclamation came to the nobles not
alone from within the palace but
from without. A day was set for a
parliament. It met and this was the
morning of the twenty-fourth and
when the uncouth hut earnest dele-
gates chosen by the people from
among their numiber had gathered
within the great misnamed "Hall
of Justice" which ImiG been set aside
for them a royal nkase forged in
Alexander's name ordered them dis-
solved; and.v when they refused to
disjierse a bodde of wild soldiers fain
ous through twenty generations for
their sheer brutality swept in uion
them and massacred tnem every man.
From out this frightful carnage the
callous soldiery oured all their
mad blood-lust aflame and with re-
inforced numliers charged into the
waiting throngs with knout and sa-
ber and pistol-butt cutting and slash-
ing until they were drunken with
fury; then rolled surfeited of kill-
ing at last into their quarters to
make jest of Slavla's first parliament.
And freed Slavla was still a slave!
Alexander the Tenth heart-broken
In the most retired quarters of his
palace where the false nobles had
persuaded him to remain "lest his
appearance confuse and confound and
render fruitless this preliminary and
unorganized gathering" reviewed the
careers of Alexander the first the
second the fourth the seventh the
eighth illustrious tsars Vho had
lieen the dominating 'forces in their
reigns who had whlped their nobles
lute lino as the soldiers had that
day whipped the rabble and he cried
aloud to God in nnguish at the weak-
ness of his own hands. Why striving
to make Slavla letter he had made
it worse. lOven the comfort of So-
phia he denied himself but w hen mid-
night approached he went to her
boudoir and found her dressed await-
ing him.
"Come" he said and held forth his
his hand to her.
She raised dull eves that drowned
their splendors in weeping.
Where? she asked of him in
reply. "There is no place safe from
the vengeance that Imjiends over the
doomed house of Volanoff."
"No?" he responded. "But you are
mistaken Sophia. I have on secret
even from you the secret of the Al-
exanders." She looked up at him in startled
questioning as he stood slight but

the Jever which holds Its counter-
weight can be touched only from this
side. This Sophia is the secret of the
Alexanders. It would take pursuers
twenty-four hours to drill through

New York March 18. 'The wife
and daughter of Joseph Hull of Sa-
vannah Ga. one of the wealthiest
and Jr.ost influential men in the
south were required to disrobe in
their stateiooms aboard the Bteam-
ship Lusltania today while a customs
Inspectress acting' on a mysterious
tip subsequently found to be Ialse
made a search for a diamond neck-
lace thought to have been purchased
abroad.
The starch proving futile Mrs.
Hull and Miss Hull were allowed
to proceed to their hotel where an-
other daughter Miss Nina Hull con-
valescing from an attack of typhoid
fever Jiad preceded them without
having been subjected - to search.
The necklace rumor dismissed cus-
toms inspectors scrutinized the family
baggage and declaring undervalua-
tions in the case of Mrs. Hull and her
daughter Eliza L. seized the articles
in question. Mother and daughter
maintained they had acted in good
faith but their explanations were not
considered satisfactory to Collector
Loeb and the articles were seized.
They consist entirely of wearing ap-
parel and' will he held until "the home
value" that is the foreign cost plus
duty is paid.
Joseivh Hull was on the pier to
greet his wife and daughter as was a
son Daniel a cotton broker here.
All were Indignant at the proceedings
and theraten to carry the matter to
the courts if necessary.
They Are Indignant.
"We were made to take off even
our stockings" said Mrs. Hull. "Every
stitch of our clothing was searched
and even our hair did not escape.
I consider this treatment an outrage

Conspiracy Would Be Necessary
"Many people without thinking about the matter believe that
electricity is wrongfully charged to them" says a circular recently
issued by a large manufacturer. "This is a mistake. Electric com-
panies even if they wanted to could not sfford to do so. Manu-
facturers of electric meters do not issue Incorrect meters. The
workmen who prove the meters are sworn to let no meter pass if
not correct.''
"What would an electric company have to do to put out meters
which register fast?"
"They would have to take the meters apart in the first place.
This would mean that orders would have to come from headquarters
down through the line of officers superintendents clerks etc. to
the workmen in the shops. This wonld involve a big conspiracy as
secrecy would of course be essential."
"Look at the array of people who would know about it. The
Company could not discharge one of.tbem for fear of being told
upon in other words would be open to blackmail from each and
every employe and for all time. Also why should employes of the
company do a wrong? They are paid but salaries and wages such
as are paid in other occupations for the same amount of skill.
Even if meters register fast the employe would nol benefit by it.
The majority of people in the world are honest. Even dishonest
people as a rule are honest unless tbey have something to gain
by dishonesty.

It was explained for the family
that the report concerning the neck-
lace ' had probably come from Sa-
vannah where "there was jealousy
over the fact that the Hulls were for-
tunate enough to enjoy foreign lux-
uries and finery. As to the under-
valuation charge Daniel Hull said:
"My Bister Eliza was the only one
of the three who had previously heen
abroad so yesterday my father sent
a wireless warning mother and the
girls to Ibe very cautious in making
their declarations. As to the al-
leged undervaluation the total can
be no more than $150 and that was
due to the ignorance of my mother
and sisters and was done with no
malicious intent.
''My sister Eliza had a diamond
necklace which she purchased five
years ago in Savannah. A customs
Inspector there heard of -this and got
the mistaken impression - that she
bought the trinket in Paris and wa
bringing H with her on this trip. Ot
course she had no such jewels."
Joseph Hull came from Savannah
to meet his wife and daughters. He
ia president of the Merchants' Na-
tional Bauk of this city chairman
of the hoard of directors of the
Savannah Trust company a director
of the Central Railway of Georgia.
