urging the need of the Insurance com-
missioners' uniform bill for regulation
of fraternal insurance societies whose
total ogligatlons to members exceed
seven billion dollars have lieen made
public as result of a conference of
fraternal leaders In St. l'aul regard-
ing the Minnesota situation. This fol-
lows upon the heels of a statement for
the Modern Woodmen made by Head
Counsel A. R. Talbot that Woodmen
should supiort the uniform measure
which Is pending In nearly all state
legislatures which now are In session.
Commander Root's declaration was
the first public utterance for his so-
ciety for tho guidance of members and
state departments. A. II. Ilurnett
general counsel also expressed rea-
sons why tho measure is Imperatively
needed. General Counsel lien Smith
of the Modern Woodmen also went on
Tecord In accord with the recent Tal-
Jiot statement. Commander Root's
statement Is regarded as of utmost Im-
portance. He said:
"This fraternal bill nicely provides
for the gradual but positive placing
of beneficiary societies on a solid and
enduring basis thus protecting the
membership and assuring ability to
meet every contract.
"It deserves the support of every
legislator. It will end experimental
conditions and make the societies fi-
nancially reliable."
In Minnesota the Insurance depart-
ment has taken every opportunity to
urge the enactment of the bill for
the safeguard of members against
early fraternal Insurance mistakes.
The measure was adopted by the In-
surance Commissioners' Convention at
Mobile and Immediately endorsed by
the National Fraternal Congress and
Associated Fraternities of America as
a sound and yet prudent plan for the
conserving of those fraternal societies
which see disaster ahead of them on
their present basis of rates.
In Illinois the Illinois Fraternal
Congress will meet March 10 to take
formal action in support of tho bill.
Oklahoma Is awaiting the action of
Illinois in reference to ttio bill.

INTERESTING SESSION AT THE
DISTRICT COURT ROOM YES-

The meeting of tho Carter County
Farmers' Institute was held at the
district court room yesterday after-
noon and w-is one of tho ibest attend-
ed meeting ever assembled on these
occasions.

tractive program had been arranged
and every number was Instructive and
greatly enjoyed by all present.

Tishomingo was especially enjoyed
by all the ladles present.
Tho members were called to order
by the vice president R. L. Scott at
2:. 10 o'clock p. m.
Officers present: R. I. Scott vice
president; X. H. McCoy secretary-
treasurer. Tho minutes of the previous moot-
ing held on Feb. 14 1911 were read
by the secretary and there being no
corrections or obpection offered were
ordered approved. Tho financial re-
port of the secretary treasurer was
offered and approved.
Upon motion duly carried It was.
directed that the account for $7.00 for
livery hire for tho itinerary of the
state Kiiperintendent of farmers In
stitutes bo allowed and ordered paid
by tho treasurer.

petition to President Taft askiug that
his tribo be allowed to live as In past
days under tho treaty rights granted
them by tho federal government rath-
er than under tho present allotment
system. He says his people are not
as well satisfied ns they were In the
old days.

sentative McCiiiire urging him to de-

George McCoy who was appointed
for a fourth term by President Taft
Thursday. The entire Logan coun-
ty organisation of republicans Is in
arms over the npitolntment. McGuiro
nlso opposed McCoy and succeeded in
holding off tho appointment since
last Juno. Failing in his effort to have
the department waive
the rule in
McCoy's case he refused to make
a lecommendatlon.

Windy Shot Kills Two.
McAlester Okla.. March 4. Steve
Alfred and a Polandor. name un-
known were killed in an explosion
In mine. No. 5 of tho Rock Island
Coal Mining company at Alderson
shortly after midnight. Tho men were
shot firers and It is supposed the
explosion was caused by a windy shot.
Tho men died from suffocation. Their
bodies were recovered at noon today.

At a five-course luncheon given in
the dining room of the First Metho
dist Episcopal church at the close of
tho first day's session of tho Inter
state Conference of Institutional Roys
Work Secretaries Governor Lee Cruce
was to have been the toastmaster but
wan prevented from acting by the
pressure of affairs of state that de
manded his personal attention. Prof.
V. A. lirandenburg superintendent of
public schools in Oklahoma City was
substituted by F. A. Garrison state
secretary of the Y. M. C. A.
After explaining that he could not
remain throughout the bantpiet and
giving expression to his regrets Gov
Cruce delivered a three-minute talk
that was full of logic. "The Conser
vat ion of Oklahoma Youth and Man
hood" was the theme discussed. Gov.
Cruce said the topic of conservation
of youth nnd manhood is the most im
portant In every phase of life.
"We do not spend enough time par
ticularly in a fast developing state
like Oklahoma to the conservation
of human beings. We sient last year
$30000 in an effort to eliminate the
tick from cattle and only $2000 for
tho stamping out of tuberculosis. I
prefer to live in a state that will spend
more money on me than on my cow'
continued Gov. Cruce "and I consider
it of far more importance to reach out
and grasp a friendless boy by the hand
and start him off right in the world
than to accumulate a fortune. We
should not be recreant to the trust
and we are waking up to the Impor
tance of the work. There are seven
times more men working to conserve
the youths in Oklahoma now than
there were three and a half years ago.
It is only a matter of a short time
when the conservation of young men
will be thoroughly worked out" he
concluded.
