Shawnee for an invitation to be
guests of that body ut a banquet
January 2.
The bill as adopted provides that
Oklahoma City is made the peruiu-
nent and iiumoHato capital of the
stale that a capital commission to
consist of three members appoint-
ed hy the governor whoso term of
office shal expire two years after
January 1 1911. whose salaries shall
be $2.rtH annually and who shall

the buildings shall be approved by
the legislature.
The northeast site consists of Cr.ti

SENATE PROCEEDINGS.
At tho same moment that the
lower house was adopting the son-
ate concurrent resolution by the
senate capital committee providing
for the specification of the Cul-bortson-I'arker-Howe
uortheast tract
as the location of the state capitol.
Senator J. I!. Thompson reported to
the senate house bill No. 1. by
Wright IVery and lurant ns
amended by the committee. The bill
wias passed by a vote of 34 to 2
after a consideration in the commit-
tee of the whole Senator Vande-
venter presiding.
Hardly had the bill been passed
when a message was received from
the house to the effect that the con-
current resolution which was tablevi'
Wednesday had been passed. The
senate broke into an uproar when
the message was read the senators
rising to their feet and waving their
arms. It was taken generally as a
big victory for the upper house.
The senate convened at 2 o'clock.
President Pro Teni J. Elmer Thom-
as presiding. Owing to the absence
of Ithe capital committee. Presi-
dent Thomas announced that cur-
rent business would be taken up
with the understanding that the
committee be allowed e report
when It returaed. Senator Had vVne'a
concurrent resolution to adjourn
Thomas although it was not sent
to the liouse.
Davenport Speaks.
Congressman-elect James Daven-
port of Vinita was called to the
platform by request of the senate
and gave a ibrief talk. It was the
first time Congressman Davenport
had ever seen the deliberation of
the state legislature and although
he admitted being a "green one"
he declared that he was with the
men In any law they enacted1.
"I can stand it If you can"
said the congressman "and so I
know I am safe In making such a
statement. There is one thing 1
want to say especially to the legis
lature and that is if any of the
mom'iers are in Washington during
the sixty-second congress I want
to see them."
Senator Codvllle was next called
upon by President Thomas for a bit
of .poetry the genial senator re-
sponding with a short verse upon
the beauties and joy of the pros-
pects of returning home.
Senator Colville and Senator Wil-
liams introduced a communication
from the people of Custer county
commending the action of the sen-
ate and its two representatives
Senator J. J. Williams ami' Repre-
sentative G. W. Cornell. The com-
munication was received and placed
on record.
Committee Reports.
It was nearly three o'clock when
the capital committee returned from
a consideration of the Wright-Peery-Durant
bill. Senator Thompson ten-
dered a reiiort of the committee
recommending that it pass as
amended by the senate committee.

deliberation of the amenOments and
President Thomas requested Senator
Vandeventer to preside.
There followed a reading of the
original 'bill and the seventeen
amendments were then taken up.
The most important was tho speci-

itol commissioners from $1000 to
$2500 per year the final ratifica-
tion of the plans and specifications
for tho capitol 'buildings by the
legislature and the addition of Sen-
ator J. B. Thompson's name as one
of the authors of the bill. 1ie re-
maining amendments were of" minor
importance ami- referred mostly to
technicalities.
