committee It was decided that the
democrats retain the offices allowed
them two years ago and as an ad-
ditional inducement the democrats

weigh the net results), one-half of the
printing of the sheriff and commis-
sioners olllccs to go to thd democratic
papers (the same sop as dealt out two
years ago).
THE JOINT CONVENTION.
On motion Mayor Allen was elected
airman and lloy Stafford, secretary
of the joint convention.
The order of business was as follows:
1. Treasurer.
2. Sheriff.
o. Register of Deeds.
County Clerk.
County Attorney.
Probate Judge,
County Surveyor.
Superintendent of Schools,
9. Coroner.
10. Weigher.
11. Assessor.
The silver republicans were given a
representation of twenty-live votes in
tho convention (for the exclusive pur
pose of knifing the obnoxious demo
cratic candidates).
Nominations were in order for
county treasurer. W, li. Alexander,
Dr. A. J. ileal and A. J. Flattery
were placed in nomination.
First ballot, Alexauder, 105; Heal,
07; Flattery, 03.
Second ballot, Alexander, 112; Ileal,
51; Flattery, 72.
Third ballot, Alexander, 109; Ileal,
uG; Flattery, 70.
Fourth ballot, Alexander, 120; Ileal,
41; Flattery, 71.
Dr. Ileal thanked his friends and re-
tired from the race.
Fifth ballot, Alexander, 127; Flat-

sioner on the fusion ticket for Okla-

A resolution was introduced, con-
doming the Attorney (ieneral for ap-
propriating a per ccnt of lease money
collected on school land for his salary
and censuring the administration for
.ppropriating $86,000 to build a nor
mill school at Alva. S. L. Johnson of
Alva, got the floor, and stated that
he was Kenton's manager and that ho
feared that if the resolution was
adopted it would injure Mr. Kenton's
candidacy- Mr. Johnson made a lew
passes of hip hands, tho convention
went to sleep and tho resolution was
laid on the table.

111., makes the statement, thr.t she

An oversight of the administration,
in not making the terms of peace with
Spain include immediate American
control of Havana and all other ports
, of Cuba, will cost a few thousand
poor devils, who are unfortunate
enough to be residents of Cuba, their
lives. Captain CIeneral Bianco has
prevented the landing of supplies car-
ried to Havana by the J'ed Cros;
Soc;cty, for free distribution to the
needy, although lie know that
thousands are on the verge of starva
tion, and, owing to that oversight of
the administration, those who would
gladly feed those hungry Cubans and
Spaniards must bow to the inhuman
will of Blanco. The best that the ad-
listration could do was ta an-
nounce that food for the poor would
be admitted free of all duty or prcs
cription at all Cuban ports that are
under our control, which means San-
tiago, and several smaller places.
Gag the soldiers and whitewash
every official, is the remarkable policy
that has been adopted by the adminis-
tration in dealing with all complaints
made as to hardships caused by mis-
management and inefficiency in pro-
iding supplies for the troops. It
would hardly have been possible to
have adopted a more foolish policy.
The mouths of the men can only be
stopped while they remain in the
: crvice; as soon as they arc :-.:ustcred
out they will tell every tiling they
were made to suffer. The idea of
those who per. uaded Mr. McKinley
to adopt such a shortsighted policy
is to keep the mismanagement of the
War Department from figuring in the
Congressional Campaign. They think
that when Congress meets arrange-
ment j can be made to have an in-
vestigation of the conduct of the war
made by a picked committee that will
whitewash evercbody and everything.
If the people were all fools and there
were no such things as newspapers
such a scheme might succeed. Mr.
M< Kinley is likely to live to bitterly
regret that he did not have every com-
plaint investigated and every man
punished who was found guilty of
having caused unnecessary suffering
among the soldier-*, instead of allow-
ing himself to be made to assume the
role of apologist fur and protector of
the guilty oQlcials.
