Kansas Railroads Plan Injunction
Proceedings
ACTION IN THE COURT EXPECTED
Topeka, Kaa., Marco 10.—The rail-
roads operating In Kansas, all thirteen
acting in concert, will this week ftntl-
tute injunction proceedings In the
United States court against the boar.l
of rallr&ad commissioners to keep the
commission from putting into effect
the general average 20 per cent re-
duction of freight rates in Kansas.
The court proceedings will in all like-
lihood be commenced today or W«d-
nosday.
Another informal conference c.f at-
torneys for the roads will probably be
hold tomorrow. Plans are being laid
for the biggest freight rate litigation
that has oyer boen engaged In In Kan-
sas.
The railroad commission recently or-
dered the rates effective on April 1
At a hearing held a few weeks ag">
the railroads did not presnt any de-
fense against the order, but stated
that the figures were now being cou-
pled In the case. This Is being doro
by a system of paralleling the present
freight rates In force in Kansas with
the proposed reduced rate. Day af-
ter day the regular freight receipt,
according to the hauls, the shipments,
c'.asees, goods and so one, are bsln5
figured on the pr-.posed rates, and
tuese are then compared with wu.il
the receipts now actually are. Aft r
that is done the railroads will have a
definite and actual way of telling Ju -.t
1 exactly how the new rates will work
"No one can tell what their cffcct
will be," said M. A. Lowe of the Ro':k
Island at the hearing. "It would all
be guesswork, and the on'y way we
can find out is to try them by parall ;i.
ing."
The scope of the injunction which
will be asked for, and just what th3
petition will present, has not yet been
t definitely determined. But It has been

roads.
The 2-cent fare cases will not bo
taken up at this time, as It had beei
reported. Figures on the passenger
fares are being compiled, but to arrive
at any conclusions, a good deal wld
area of time must be considered. In
certain seasons the travel is anturall
heavier than in others, and the only
way to get a fair estimate is to base
it upon all the different conditions
that arise.

Spains Young King Being Elaborate-
ly Entertained By the People
Bare lonla, March 10—King Alfonso
was greeted here today with much
splendor and pomp. The greatest pre-
caution was taken for his safety by
he authorities. No flowers were per-
mitted to be thrown at the king for
fear that a deadly bomb might bo
concealed within them. Thousands uf
soldiers and police were on guard
along the path where he traveled
through the city.

Pittsburg, Pa., March 10.—The Wal-
lace building, which covers one entire
block and one of the finest In the
city, was destroyed by fire today orig-
inating from the explosion of gas. The
flames were get under control at 9:30
this morning, but not until the entire
block had been consumed. The IosbJ
1b placed at two hundred thousand,
dollars. There is insurance on the
building as well as the s'ock that was
in It, but the exact amount has not
been ascertained at this time, further
than that it will not near cover the
total loss sustained.
Ten people were injured during the
fire Including the fire chief, Crom-
lach, though none of them are regard
ed as seriously hurt

Kung and Jung Jow, two chinamen,
were hung here today for the murder
J a fellow coun'ryman. There was^
a rumor that there would be an out-,
break among the chinamen, maiy |
coming here from other cities to pre-
vent the execution if possible of their
fellow countrymen, and the officials
took every precaution to chock any
move that might be made to carry out
the threat, but all proved to have been
unnecessary. There was no attemnt
to thwart the law nor dsmonstratloas
that could In any way be ennstrusd
that the chinamen would interfere.
Clean up Day is being generally ob-
served in 8hawnee today, and there
Is a general movement among proper-
ty owners especially toward neater
premises. Immense amounts of rub-
bish, the accumulations of months, In
some instances, are being remove!,
and the city will have not only a tidier
aspect but will also be more health-
ful aB the result of the general house-
Smallpox Raging.
Antlers, Ok a . March 10 — Smallpox
Is raging over this part of Oklahoma.
There are four cases In Antlers, two 'n
Kosoma and three at Smithville, In
McCurtain county. At Kosoma ne at-
tention was paid to the quarantine,
but infected persons visited neigh-
bors. Tho health officer of the coun
ty, Dr. W. N. John, placed armed
guards over the bone. ?L
Boy Kilted.
Welch, Okla., March 10.—DeWItt
Bishop, 12 years old, a nephew of
M. Bishop, living five miles southwest
of here, was killed by being thrown
from his horse. The body was frignt-
fully mang'ed.
The boy had been plowing and was
riding a horse to the house. It shied
and threw the lad. H1b foot caught In
the harneBS. His face and body were
a mass of cuts where the horse a
hoofs had struck him. He was un
oonsclous when tho horse was cap-
tured

ATTEMPTS SUICIDE
BI ACID ROUTE
The police were called out this
morning about 2 o'clock to a house
on North Broadway by a report that
a woman had swallowed poison. An
Investigation was made and It wis
discovered that an attempt at suicide
by the acid route had been made, but
that the prompt arrival of a physiciai
had thwarted the attempt Two ar-
rests were made of persons suspected
of having knowledge of the case^ but
the suspect3 were n~.t held. The un-
fortunate woman declined to fix the
blame for her rash act, the causee ot
which are more or less mysterious.

Roewevelt opened the first interna-
tional congress of mothers here today
In a speech of much Interests. He
expressed much satisfaction at the
work that had been commenced and
that which had been done by the as-
sociation of mothers. The organlia^

he gave forth his approval of the
work that Is being done through the
