The senate yesterday passed the
Tort Supply appropriation bill which
carries with it an outlay of $15,000 for
repairs and salaries. While thts may
look to be a big outlay of money, yet
it is not too much for an institution
of this kind carrying for as many peo

haB reached Senator Stone that some
postoffice inspectors of Missouri are
making technical violators of the pos-
tal laws pay $10 each to keep the
postmaster general where the Inspec-
tors get such authority. He has ran-
sacked tihe laws and cannot find any
provision covering such conduct and
says If the department has any secret
regulations covering the matter It
should be made known.
One man reports that he wrote his
name on a slip of paper and mailed it
with some tobacco tags at merchan-
dise rates. He said he was held up
for $10 by an inspector. Another man
wrote his name on a paper which he
sent to a friend at newspaper ratea.
