here and there are cropping out and
authorities are in consequence appeal-

city to immediately report all suspi-
cious cases. The appearance of two
of three cases Wednesday among per-
sons whose business does not carry
them into the infected district down
town has given the impression that
st«*gomyia possibly has been carried
- jt of the scene of lifectlon through
the medium of street cars.
Very severe rain and thunder storm#
rrevailed during Wednesday night.
The rain fell in sheets and the whole
city was thoroughly flushed. At th-
same time the downpour had an ill ef-
fect in that It caused the washing
away of oil from many miles ot gut-

hundreds of cisterns to discharge the

consequence ward organizations began
all over again re-oiling aii gutters, cis-
terns and ponds which previously had
been treated.
Another ph.*** of the controversy
between the states of ^Louisiana and
Mississippi developed in the filing ol
writs of e>-^tment and injur; lion
against Mississippi militia in Federal
courts. The suit was brought by Al-
bert Baldwin, a banker and capitalist
of this city. Mr. lial iwin seeks .to en-

possession of his fishing and hunting

Eufaula, I. T , Aug. 3—Hon. C. E. Fo-
ley, of Eufaula, has received the infor-
mation that the house committee on ter-
ritories iu congress has agreed that he
shall be seated as a commissioner iroin
Indian Territory in the next session of
congress, with the same powers and privi
leges as has the commissioner from Porto
Rico. Two years ago, at a non partisian
convention held at South McAlester, Mr.
Foley was selected as a delegate to con-
gress, and has spent each winter there as
a representative of the oeople of the ter-
ritory, seeking admission as a delegate to
congress on the same footing that the de-
legate from Oklahoma was received. He
became known about Washington as the
"seaator from Indian Territory." He
was never given a seat in congress, but
he was looked to more than any other
man from the terrUof) for advice by the
committee on territories. He is one of
the wealthiest men in the territory, a
banker and a merchant, who has made
his fortune in thirty years of active life in
Indian Territory. He is a democrat and
