competence and neglect of duty are
the main charges against the postmaster.

tory of the entente allies. In a let-
ter received here from an Kngllsh
officer whoso residence Is In Lisbon
and n ho Is now acting as Interpreter
with the Portuguese troops tho iol-
lowing words occur:
"I have been several times to the
front with 1'ortiigiiese troops sent
there with Kngllsh for practice so
that they may uu trained in the
methods of war. I am glad to be
able to say that the l'nrtugueso sol-
diers are not 'funks' and all that Is
necessary Is strict discipline and or-
ganization." According to the military conven-
tion between the English and l'or-
tugip'se governments a fixed num-
ber of troops will be sent out every
month. A decree has Just been pub-
lished ci.lling upon nil classes with
a certain degree of education be-
tween 20 and 4ii years of age to at-
tend military schools for eight uours
a day rflurl: g three months.

the county detention home yesterday
to make room for several more ur-
gent cases. The home has been full
to capacity for several days and au-
thorities of the home tear even
graver exigencies when hot weather
urrives.
In addition to the twenty or more
children now at the home there are
two mothers who are absolutely
able to shift for themselves at
present time.

army shows that the career of army
officers is becoming steadily less at-
tractive. The number of resignations
has Increased and the number of officer-aspirants
has decreased the
change being particularly noticeable
during the war-years. In 1U14 there
were still nine supernumerary officers
on the rolls. There Is now a deficit
of 115 of which unfilled commis-
sions nro In the infantry and 'ii in the
cavalry.
Several rettRons for the decreasing
attractiveness of the officer's career
are given by military critics. One is
i economic tho cost of living having
increased so much more rapidly than
the pay of officers that they are com-
pelled to seek more lucrative profes-
sions. Tho antinulltarlslic agitation

with a part of the responsibility for
change other factors combine aiso to
bring about a situation which is nun-

dred of the thousand women in l'nrls
who hold licenses to drive motor
cars. The passive resistance of the
different war bureaus held them back

mit scrupuously to military rules and

Australia will loan $110000000 to sol-
diers returned from the war under
the repatriation plan announced by
Senator Kdward D. Mlllen minister in
charge of repatriation.
The national government accepts
the full responsibility of securing to
every returned soldier tho opportunity
of livllhood by providing uvenues of
civil employment. Soldier settlers on
land may secure advances for Im-
provements up to $2500 each. ISepn-
triatlon work In connection with re-
turned men will be undertaken upon
arrival ami not. as ut present upon
discharge from the military forces.
The work of perpatratlon will bo
controlled by. tho government hut ad-
ministered by a board of trustees of
whom a minister of the crown shall
he chairman. Ijornl committees will
be established for tho encouragement
of local soldiers. A special brunch will
deal with tho provision of artificial
limbs. I'crmanently maimed soldiers
will be afforded every opportunity to
supplement their pensions by the es-
tablishment of specially equipped
workshops. Some form of "reserve"
employment will be found to tide over
the period between military ns narge
and tho obtaining f of the particular
employment desired by Individual sol
dicrs.
