step mentioned to offset any demand

worked out Involves details that must
be considered before the proposed in
crease would become effective.
How It Works.
Aerordint; to the figures of mem-
bers of the commission the Increase
of Z per cent on passenger fares would
make a ticket now costing 74 cents
cost 75 cents or on tickets costina
from 'ii to 74 rents 1 cent more than
that. Then on fares where they go
to $1 the Increase would be about 2
cents and tin up. according to the
oriKinal cost of the ticket under the
2-rent fare. As to the freight rates
It Is proposed that on any freight Mil
2 per rent of the amount It now costs
could be taken and added to the bill.
But It Is likely that the railroads
would be authorized to Increase the
rates 2 per cent and Jk out the
system themselves. '
In the opinion of members of the
commission th iucrtase of 2 per cent
would be very slight and yet afford
the railroads all the increase In reve-
nues that would be necessary to meet
the uiltled expense In operntinir their
lines. It is very probable that the
railroads would be given permission to
imiease passenger and freight rates
the 2 per cent and let the latter work
out their own system applying the
charge. This would relieve the com-
mission of a great amount of work
and yet secure the same results.

Itristotv public schools opened yester-
day morning with nn Increased at-
tendance over last year. Owing to
the fact that the school hoard arc
demanding that the teachers shall
conform to the new ruling made by
State Superintendent Wilson that all
teachers shall have nt. .least a first
grade rrrtiflcute there' are several
vananrlrs.
It Is thought that these will be
filled Wednesday and the school will
bo ready to take up the year's work
in better shnpe than ever before.
(in the sixth of this month this
school district . No. 2 will hold a
school election for the purpose of
voting bonds to the amount of jfirOOO
to build a new sehoolhouse. It Is
falmost sure to carry and If it does
the bonds will he issued at once and
work on the buildlnir will commence
ns soon as the contract can be let.
The building will br a four-room af-
fair arranged no that all four rooms
can be thrown Into one and use for an
auditorium when needed. The build-
ing will bo built in close proximity
to the west side building now in use.

threatened crisis between Japan and
China growing out of the recent clash
of the two nations' troops at Cheng-
Chlatun. Kear is felt that the rights

affected in view of confidential re-
ports that Japan has made other demands
