law gives authority to the State Hoard

oners to counties for road work. The
State is made to furnish everything ex-
pt food, medicnl attention and mate-
rial for making the road. Counties may
only have State convicts for five months
In the year, and are limited lo 100 at a
tTme. Oklahoma Is working her convicts

McAlester, and until this is completed,
the State can give little attention to gen-
real road Improvement.
PRESIDENT YOAKUM'S PLAN.
President Yoakum of the Rock Island-
Frisco System, in his Shawnee speech to
the State Farmers' Union, offered a good
road plan which. If successfully carried
out, will materially help counties in
their Improvements. When a town 's
particularly ambitious for a railroad,
and Is willing to give*a bonus of say
$100,000, he would limit the railroad's re-
ceipt to the right to pass through the
town, with terminal facilities, coating
probably ooo or more, and require
the town to a| . ml th.- remainder of the
bonus In bettering all the wagon roads
gntsrlng the town. Value of this sug-
gestion Is found in the fact that with de«
slrable wagon roads the farme^ would
be in a more satisfactory position to the
tarrying company, and be the means of
creating an additional amount of busi-
ness In which both the town and the car-
rying company would benefit.
