REPRESENTATIVES OF FOUR
TERRITORIES CAUSE TROUBLE
iona and New Mexico are Deter
nined as are Also Indian Terri-
tory and Oklahoma.
Bpeclal Dispatch to the State Capital.
Kansas City, Feb. 25.—Tho corres-
pondent of the Kansas City Times has
the following to say regarding tho
btatehood question:
The feature of the executive session
of the house committee on territories
today was the indignation of the dele-
gates from the territories. Rodey of
New Mexico, Wilson of Arizona and
McGulre of Oklahoma made demon-
strations which threatened the peace
of congress. The most pacific of the
bellicose trio las McGulre. It was not
so much because the Oklahoma dele-
gate got anything he wanted, but be-
cause he expected less.
McGulre has known for a week that
If any statehood legislation was en
acted for Oklahoma he must accept
Indian Territory as a part of his state.
His fight now is to make the best
terms possible. He wants Oklahoma
to dominate in a constitutional con-
vention if the provision giving both
territories is incorporated. He would
be still better satisfied if Indian Ter-
ritory had no representative at .all,
butt was attached to Oklahoma at some
, future date.
The republican membership has not
given McGulre the backing which he
«ounted upon. The majority in order
to get through its bill admitting New
one state will
In language not transmitted by
telegraph. The republican member-
ship of the conference, which lasted
from 10:30 this morning until 3 o'clock
this afternoon, did not once Indicate
any intention of yielding to Arizona's
claim for statehood. The majority
declined all offers of compromise or
concession. It would neither fix a day
for Arizona's admission nor agree to
incorporate a provision which would
admit it as a state when It had a cer-
tain population. All it would do, if
anything, was to tack Arizona onto
New Mexico and provide for a state
almost as large as Texas, with a moun-
tain chain running through it which
made It four days' travel and a dis-
tance of more than 1,000 inlles to get
to the proposed capital from certain
parts of Arizona. Mr. Wilson served
notice that his people would not have
statehood under any such terms. He
accused Delegate Rodey of New Mexi-
co of breaking faith with ..im. Wilson
nlleges that Rodey had agreed to
stand pat on the two states plan for
New Mxlco and Arizona. Rather than
delay his own territory in admission
Rodey has agreed to accept joint
statehood with Arizona.
Senators who do not want statehood
were prominent factors in com plicak
Ing the situation today. Weeks ago
there was an understanding between
republican members of the territories
committee In both branches of con-
gress taht when the house finally re-
ported the bill it should be such a
measure as the senate could pass.
The demand that one state shall
be made of New Mexico is stronger
on senate than the house side and the
request of the senators to the comit-
tee was almost In the nature of an
ultimatum. The political fight this
session will come in the disposition
of Arizona's contention.
The. republicans • will attempt to
force "the democrats to accept joint
statehood for these territories as a
condition of which a state shall be
made of Oklahoma and Indian Ter-
ritory. If the Oklahoma-Indian Ter-
ritory claim could be divorced from
the New Mexico-Arizona situation, a
statehood bill could be passed with-
out •difficulty. Even with the exist-
ing complications the chances for Ok
brighter than those of the other ter-
ritories.
Representative Lloyd of Missouri, a
democrat member of the territories
committee, expressed himself today as
being confident of the passage of an j quantity of the find.
Oklahoma-Indian Territory joint state-
hood bill.
"We would like to see two states
made of these territories," he said,
"but are willing to take the single
1 statehood bill rather than any fur-
' ther delays. But the democrats will
not consent to making one state of
New Mexico and Arizona. The propo-
sition is as unfair as it is absurd."
Arizona will now makes as hard a
fight to prevent statehood legislation
as it 'formerly made to accomplish it.
Speaking for the people of his terri-
tory, B. A. Fowler, president of the
Phoenix board of trade, said:
Arizona will now make as hard a
of the eastern states; Its institutions,
customs and speech are the same. In
other words, it is American through
and through. In New Mexico, on the
other hand, the population is largely
Mexican descent, the laws are
based upon the Spanish, the Institu-
tions and customs have naturally
grown out of and from those of old
very difficult to adjust the affairs of
the two territories in a satisfactory
manner and make one homogeneous
people.
"To the still additional proposition
to admit New Mexico as a state and
embody in the enabling act an auto-
matic provision by which Arizona shall
become a state when its population
shall have increased to, say, 250,000
people, the people of Arizona would
heartily subscribe. What Is most de-
sired among us is some definite action.
The question of population would be
rapidly settled through immigration
and the great* irrigation works which
iw being constructed by the
government and It wMl bring into cul-
tivation hundreds of thousands of
acres of the most fertile feoll In the
country, coupled with the most favored
climates.
