resentatives of the National and Inter-
national organization)* of Building and
Repair trades met this afternoon lu
conference for the purpose of bringing
their respective organizations Into an
International federation for Its object,
the arbitration the adjudication and
conduct of building trades affairs
Among those attending are M. P. Car-
rie k. secretary and treasurer of the
Brotherhood of Painters, Decorators
and Paper bangers; James Hannaban,
grand trustee of the international un-
tion of Stem Engineers; P. Oubblns,
president of the International Union
of Bricklayers and Masons; J. R. Cav-
anaugh, and W. A. O'Keefe, president
and secretary-treasurer of the Opera-
tive Plasterers International assocla-
lon of Steum 7nglneers; P. Oubblns,
Bridge and Structural iron Workers
International union; Herman Lillen.
president of the International Hodcar-
riers and Building laborers union;
Frank Duffy, secretary and Thomas;
Neale, treasurer of the Brotherhood of j
Carpenters and Joiners, and John Mai- j
oney and S. B. Franch, of the Electrl-J
cal Workers. They represent 700,000
workmen.
After preventing the plans fof fed-
erations down to a basis acceptable to
all, the drafting of a constitution and
by-laws *111 be taken up. This consti-
tution will probably be referred to Hip
different unlous for ratification, but It
Is likely that permanent offlcers will
be elected at this conference. Frank J I'h-at

are mentioned as probable permanent
president, it is likely that Carrlck
will be elected permanent secretary.
There Is a general disposition among
all of the delegates to have the now In
ternational federation work In perfect
harmony with the American Federa-
tion of labor and other national fed-
erations In the different ones in build-
ing trades are representatives. The
federations propose to remain In their
sespective alliances and to further per
capita assessment.
A committee was appointed to frame
a skeleton constitution to be submit-
ted to the conference. It consists of

\V. J. Spencer, .f. G. Ilannahan, George
Oubblns and Thomas Maloney.
