WASHINGTON JULY 22.— The com-
mission to supervise the drawing for
homesteaders in the Kiowa and Com-
anche country in Oklahoma was today
announced as follows: Ex-Governor
Richards, Wyoming, chairman; Ex-
Chief Just lee Frank Dale, Oklahoma;
Ex-United States Attorney D. P. Dyer,
St. Louis, associate members.
The membership of the commission
caused general surprise. The impres-
sion prevailed that on the statement of
the secietary of the interior and the

dastardly attempt at highway robbery
and murder was committed about 10

mittee to conduct the drawing for homes
in the new country when It is read in the
State Capital in tho morning.

Judge Frank Dale of Guthrie.
In his association with the people here
Governor Richards, who Is chairman of
the commission, has made friends of all
by reason of hJs uniform courtesy, hon-
osty, and fairness. His intimate know-
ledge of tho people of new countries and
his tactful handling of delicate questions
are a guarantee sufficient* for the home-
seekers who have met him. They feel
that he represents tho government—they
know that he has tho confidence of tho
Interior department and deaerves It. The
