producers have now a Kuuranty they
never had before iu the rapid growth ol"
their ability to command foreign outlets
for any possible surplus of supply in .he
home markets. At the.,beginning of the
summer there were some'uncertainties In
the situation which produced a degree of
hsitancy in tho security markets and
made operators tho more willing to take
a breathing spell after several successive
months of extraordinary excitement.
These obstacles have now disappeared.
The crops, taking the mas a whole are
more than a good average. Our grain
markot -may be expected to receive the
stimulus of another season of short crops
in other countries; and Judging from the
present temper of business « n the Produce
Exchange it seems possible that while the
quantity of our exportable surplus of
cereals may not fully equal that of^the
last two reasons, yet their abrogate
value may easily aproximate that of
either of those years So that appearance
indicate the probability of a continuance
of the Temarkable creditor balances that
have marked the fiscal years 1897-8 and
18R8-9. These are prospects the Importance
of -which la not easy to exaggerate.
KISSERVE RAPIDLY RISING.
Again, the money market has taken a
course much more favorable than was
feared a few weeks ago. Those who have
put much Teliance upon the largense of
the reserves held by the banks of the
interior have been justified by tho current
drift of the internal exchanges. At a
time when money is usually flowing from
•the metropolitan bank to their^ountry
correspondents we find tho surplus of re-
serves steadily rising Those most inti-
mate with the facts of the banking ✓
nation have the least misgiving about
any possibility of any approach to real
stringency during the remaining six
mroeks, during which the domestic ex-
changes are apt to rulo against New
York. There Is every reason to believe
that the local banks hold both the foreign
