LESSEE'S OF SCHOOL LASH NEED
PROTECTION
Th* F.nid Democrat: Those who
lease school land in Oklahoma need
more protection aud there is no donbt
but what the coming legislature will
he importuned to enact laws that will
better and more fully protect the
rightft of this clusa of settlers in the
territory. As the luw now stands, a
man who rents u raw piece of school
land for three years and improves it
may be succeeded by some one at the
end of that time who is fcble to pay •>
greater rental for it, which, us a mut-
ter of course, he can do us he reaps an
advantage from the labor of his pre-
deeeaaor who must retire without re-
muneration for w hatever improve-
ments he may have made. The law
hould be so changed as to allow the
settler who improves a piece of school
Land to reap the reward of his labor in
ca«*e another, more fortunate, should
outbid him ut the expiration of his
lease. The value of improvements
should be decided upon by an arbitra-
tion committee of three, and the
amount paid by the leasee. Further-
more, the lessees of school laud should
have the preference right to purchase
the laud at the highest bid by any re
sponsible bidder or in case of his fail-
ure to do so, to get pay for his improve-
ments in the same manner us provided
where another outbid him on the lease.
This question is an important one, and
should receive consideration by our
next legislature.

Representative lloutelle, of Maine,

by iteration, and then to use it as a
bugaboo with which to secure timid I

trick consists in asking some unsuspi-
