talking about, for he has been in
e secret councils of his party.
His speech was received with enthu-
siasm by the listeners and will have
great bearing among the populists, us
it comes from one of them and is a
charge of wrong within the populist
p ir ty.

ORDINANCE NO. 261.
THE
Ladies -- and -- Children
An ordinance providing for the safety
ami protection of persons traveling
upon the streets and sidewalks of
the city of tiuthrie.
He it ordained by the mayor and
councilmen of the city of tiuthrie.
Section 1. That no person or per-
sons shall keep or leave open any eel
lar door, manhole or grating of any
kind in or upon any sidewalk, or per-
mit the same to be left open in the
city of Guthrie.
Sec. 2. That no person shall permit
the sidewalk in front or hide of his
premises to be and continue in u
broken or unsafe condition, so as to
endanger life or limb of any person
traveling on or across the same.
Sec. 3. Fvery person who shall use or
occupy any part of the streets or ave-
nues of the city of Guthrie for build-
ing material shall cause one or more
red lights to be kept burning in the
front of ami at each end of said mate-
rials or other obstructions during the
entire night, while such materials or
obst ructions remain.
Sec. 4. All excavations upon the
front or side of any lot adjoining a
street, avenue or alley or under any
sidewalk in this city shall be securely
and properly guarded and protected
by the person or persons having charge
of the same, so as to prevent the same
from being or becoming dangerous to
life or limb.
See. 5. Every person who shall,
under contract or otherwise,
have charge of the construction
of any cellar, area, coal bin or other
excavation adjoining or under any
sidewalk of this city, shall during the
progress of such \vork, and for the
prevention of accidents, cause such
area or other excavations to be secure-
ly guarded.
Sec. «' . It shall be unlawful for any
person to ride or lead any horse or
other animal, or drive any wagon, car-
riage or other vehicle, on or across
any sidewalk in this city, except it be
at the regular street, avenue or alley
crossings.
See. 7. It shall be the duty of the
street commissioner, city marshal and
policemen to stHetiy enforce the pro-
visions of this ordinance.
Sec. s. Any person violating any of
the provisions of this ordinance shall
upon conviction thereof in the police
court be fined not less than five dollars
and not more than one hundred dollars
fot each offense.
Sec *. . This ordinance shall take
effect and be in force from and after
its passage, approval and publication.

by the acting mayor this '".tli day of

marksmanship would have gotten
away. The prisoner was Louis Jack-
son, who was found guilty in Justice
Jackson's court of playing a confidence

county jail fence and was unlocking
the iron gate of the jail. When he
had it unlocked, he turned around and
saw his man just getting through the
outer gate. He t -ok after him and at
the distance of half a block, when the
prisoner would not stop, sent a bullet
after him from a small revolver, and
