The complaint is often heard that

in regard to enforcing tho law as to
liquor violations. While Mr. Lossl^r

the agency have done some work along
this line, it is no part of their duties,
and the agency is entitled to no cred-
it or blame in the matter. What has
been- done by them has been done
gratuitously and with the sole purpose
of helping the enforcement men. As
far as tho law is concerned, the en-
fori oment provisions are separate and
di inet from the agency clause. Su-
pcrintendent Lozior's duties in the en-
i ircein- nt work consist only in pay-
ing the enforcement officers and tak-
ing charge of the confiscated goods.
This work is entirely ill tho hands
of Fred S. Caldwell, counsel to tho
governor, and his force or deputies.
The adoption or rejection of the
agency clause would not make any dif-
ference in the enforcement work. Sec-
lion 24, article that creates this of-
fice is now a law and Is not an issue
| at the coming election. The fact that

should not influence you in your vote
on the agency proposition.
