is a wide difference between accusa-
tion and proof, and only positive evi-
dence will be considered In determin-
ing whether he should be relieved
from office.
Houston's trouble began last year
when candidates .for the Republican
ongressional nomination were mak-
ing a canvass of the territory. One of
he candidates, Dick T. Morgan, had
lived at Perry Houston's home, and
Noble county naturally was expected
to give Morgan its full strength. Gov-
ernor Ferguson was for Hird McQuire,
ami opinly expressed his preference.
Protest was made against the inter-
ference of territorial offico holders in
behalf of any certain candidate. Gov-
ernor Ferguson notified his appointees
that they must keep out of the fight.
Houston as a citizen of Noble county,
had declared himself for Morgan, for
the reason that Morgan had lived in
Noble counly many years. McGuire
needed every vote in the convention
he coiild gel, and was raking the ter-
ritory for support. In Nbble county
he ran against Morgan's strength.
Complaint was made to Governor Fer-
guson that in Noble county Houston
was doing too much work for Morgan
and nothing for McGuire. Houston
was called before the governor and
