Last Sunday's Wichita Eagle con
tained an article, prompted by Flynn.

STICK TO THE SIMPLE ISSUE.
J A not unsuccessful effort is being
I made to befog and discredit the cause
jof Cuban reciprocity. Apparently in
obedience to instructions from the
commander in chief of the forces ar-
rayed against "plain duty" and mani-
fest Interest, every opponent of the
Cuban proposition is denouncing the
sugar trust and attributing the whole
agitation to its selfish ana sordid ac-
tivity. Washington correspondents
| say that the trust is "overplaying its
ihand" and disgusting congressmen
j otherwise inclined to justice and rea
eon toward Cuba. Petitions and let
ters from clergymen urging "moral
obligation" are said to have been in-
spired by a sugar trust circular, and
this Pecksniffian hypocrisy is filling
congress with weariness and impati-
ence.
On the other hand, says the Chicago
Post, the beet 3ugar propaganda is
hardly less offensive and sickening.
Pew are deceived by the cry of '"ruin,"
and the fierce, uncompromrslng, bitter
opposition to Cuba's reasonable re-
quest is causing no little indignation.
But it does not by any means follow
from all this that any man In con-
gress is ustified in exclaiming, "A
plague on both their houses!" and in
"giving up in despair." Those who
are now in this mood should be re-
; minded that the fight Is not between
Oxnard and Ills allies on the one hand,
j and the sugar trust on the other. Cuba
is the applicant, or suppliant, and she
is not to be held responsible for the
■ unsought "benevolence" of the sugar
trust—if the trust has really been as
i active as is alleged, which we permit
ourselves to doubt.
What has the merit of Cuba's pro
liosal to do with the demerit of the
sugar trust's participation in the con
trovers.v? Nothing whatever. The
; ugar trust may Bucceed in intercept-
ing the consumers' share of the bone-
tit of the proposed reduction, and that
will raise an interesting question be-
tween the American people and the
'combination. But primarily and es-
sentially the Cuban proposition is a
question of relief for the islanders—

have no ulterior motive in the phrase
ology of this provision, but it is a
matter not admitting of question that
it would operate to keep the Indian
territory from becoming a part of the
Oklahoma until, as tne provision
states, all the Indian lands are sub-
ject to taxation.
Under the treaties now in force and
in process of consummation, title to
all the Indian lands can not be alien-
ated, or subject to taxation for twen-
ty five years. The Indians are held
wards of the government for that pe-
riod, after which they are placed upon
their own resources and responsibili
ties.
The Flynn bill, therefore gives Ok-
lahoma statehood, but in effect pro-
vides that the ban be placed upon tho
Indian territory until its lands are sub
ject to taxation, or formed into a sep-
arate state as congress may elect, or
the exigencies of politica* conditions
require.
In the meantime, OMahoma will
have adopted a consttution. located
all the state institutions, and thereby,
have exercised all the prerogatives
making a union with the Indian terrl
tory desirable or possible.
As we have heretofore remarked,
the greatest service congress can be-
stow upon Oklahoma at the present
ession is the killing of the Flynn
