3. The lots m each block shall be offered for sale in numerical order, as shown by the approved plat
of survey, except where one or more lots are subject to sale at their approved value to the owner of
the improvements located thereon, as provided by the act of Congress of March 3 1905 (33Stat 1061)
Lots upon which no bids are received may again be offered for sale in such order as the *Osage Town
