her place" and you would do
likewise. Who would not? Who
would refuse a.* county seat?
Even Watonga, modest as she is
would take one. We would al-
most bet that Goary would take
one, perhaps with s little coax
ing. A county seat is a pretty
good thing to have around and
there are very few people who
would turn one down.
The plans to remove the coun-
ty seat have been numerous ac-
cording to our information. As
above stated, Okeene is not
around turning down county
seats and Geary would take oue
by being coaxed. The most
serious discussed plan is to make
county seats out of both Geary
and Okeene. Geary is to tempor-
arily kind of habernate for the
time and throw the county seat
of Blaine to Okeene. rfter which
a new county is to be formed ont
of southern lilaine and, western
Canadian, northern Caddo with
Geary as the county seat. Now
this is a paying peice ot work for
them if they can make it go. It
is simple as tbe world goes. But
to return to the northern end of
the scheme. To remove the
county seat of Blaine to Okeene
would require that the latter ra

in her campaign for the county

cating the institution in this
locality, if sufficient inducements
were offered.
It is thought that this school
can be secured for Okeene by

The Commercial Club should
get. busy and land this institu-
tion. It can be done.

paign for the removal of tha
county seat to Okeene. If more
money is needed from this end
of the county it will be forth-

The legislature naa passed a
bill for the locatihg of an Agri-
cultural and Ex permeating
schools in each Judicial district
of the state. Okeene should bo
up and seeing if tbe school for
Ibis district can not be looated
here. Okeene is an ideal loca-
tion for such a school. This is a
proposition that ought to bo
looked Into.

Majors county could not be dis-
possessed if any of tbe desired
territory should vote for annex-
ation to Blaine. Majors county
already baa leas than 15,000 in-
habitants,, and seder the consti-
tution her population could not
be reduced lees than that by de-
latching her territory. The
Kingfisher territory needed
could not be tekih aa it would
make Kingfisher oounty smaller
than the coonty to which her
territory would bo attached.
Again before territory could be
taken from either Majors or
Kingfisher they would have to
secure sixty per cent of the votes
cast by tbe electors within tbe
area which they propose to de-
ls toh, Again should they suc-
ceed in securing sixty per cent
of the votes cast in the area pro-
posed to be annexed from the
other counties, the county to
which the annexation i» pro-
posed must accept the same by
a majority vote. Just at this
time, we are of tho opinion that
Blaine county people, a majpnty
efthem, are not expantionists
and do not want to acquire any
domain now owned by others.

A county seat cannot be wholly
dismembered or lose its identity
except where it might fall below
the constitutional limit of two
and one half million dollars, then
it might be altatched to the coun
ty next to it having the least as-
sessed valuation. In detatching
territory from a county they can
not go nearer than ten miles to
tbe county seat. No connty can
be reduced to a population less
than i5,000 nor an area less than
four hundred square miles.
There is but one way open and
that ia a straight vote ia the
oounty aa she now stands. To
remove the oonnty seat would
require two-thirds of the vote
cast. Outside territory can not
be brought in for voting purposes

fortunate in having a citizenship
that will make her a city some
day, second to none in this pari of
tbe state. Geary might profit
considerable by taking notice of
her well organized and smooth

tees are enthusiastic and worked

terious bunch" as Watonga

mammoth in proportion to the
Rocky Mountains. The Reconf
believes in towns working in
harmony and helping each other
to build up—not to try to “hog"
everything and ask tribute at all
times and give none. a Watonga
can begin to see the hand writ-
ing on the wall and is quaking
and trembling. A just reward
is sometimes hard to appreciate

The educatiou of colored popu-
lation should be looked after in
Blaine county and there, is not a
finer location for a colored
school in the great state of Okla-
homa than Watonga. It is almost
as desirable a location for an in-
stitution of that kind as Okeene
is for the county seat,—Geary
Bulletin.
