to the cause or causes of the present,
general financial condition. Hut that
the cause or causes found expression
in the failure of the Barnigs in London
some three years ago is admitted by
nearly every one and that this disas-
ter served to uccenuate the deep-
seated cause and tightened still fur-
ther the lubricant of commerce,— I
money, is denied by 110 one.
The Barnig failuro was not the
cause of the present financial condi-;
tion. It was but the expression of the J
cause or causes, but it served to hard- I
en matters by disturbing confidence,
and this has produced disaster and
wreck in every direction until, today
the world stands amazed at the pleth-
ora of idle r.ionev on the one hand
and the distress and misery of mil-
lions of unemployed labor on the
other.
And no\ comes the news that the
management of the Bank of England
must be changed or grave trouble
must be looked for. \V. W. Wilson,
the editor of the Investor's Review,of
London, and who is looked upon by
many us one of the best known au-
thorities upon finance, says:
"If the affairs of the Bank of Eng-
land arc allowed to drift as heretofore
Bince the act of 1 846 it will end in a
crisis compared with which the Bar-
ing colapse will dwindle into insigni-
ficance."
Mr. Wilson further says:
"Little concerning the true condi-
tion of the bank is known, and there
is 110 hope for a permanent improve-
ment in the bank's position by mak-
ing a scapegoat of Cashier May. The
directors arc responsible for misdeal

and constitute the object lesson that
has resulted from Mr. Cleveland's
