The Dingley tariff bill contains
a reciprocity clause which was in-
tended to render unnecessary any
immediate change by Congress the
provisions of the bill. There are
those who- pronounce any attempt
to meet uew conditions by means
of the reciprocity clause a viola-
tion of the protection policy, but
fhev are in grave error.

mends publicity for the corpora-
tions which receive their charters
or licenses from the state. If the
governor is in earnest he can, by

great popularity for his party and
incidentally he can take the wiud
out of the sails of the Hon. Tom
