Itell waa the victim of a remarkable ac-
cident that may result in hia death.

tracted th attention of pedestrians.
As he reached the intersection of Laura
and Forsyth streets he gave a piercing
scream, and those who were watching
saw the rider lifted from his wheel ami
then pulled into the air, where he hung
writhing.
Several persons rushed to his aid,
when it was found that he tyid ridden
against a sagging telephone wire that
was being nfit up
The wire caught Bell fairly under tbi
cliin, cutting deep behind the jaws.
Maddened by pain and almost uncon-
scious, the rider drew in his chin, and at
lhat moment the workmen tugged on
the wire and Bell was dragged into the
air.
The weight of 'he wire attra^terl the
attention ol the workmen and Bell was
lowered to (he ground unconscious.
The wire had cut deep behind the jaw a
and hanged him, much a fish isgilled.
A little deeper and an artery would have
been severed.
As it was he nearly died from loss of
blood, and may not recover. Doctors
pre surpri i that decapitation did not
result.

Sound dry dock, says a New York Times

come from Canadian officials regarding
the charge for docking an English
ship. Such a request from the Brit:: a
government is a novelty to the navy de-
partment people.
That government, is so well..sup plied
with docking facilities that io rarely
has to depend upon the co'ir* -sy of
other nations for such service. Tho
l-nitcd States, on Mie other hand, fre-
quently asks for the privilege of dock-
ing ships at foreign docks. The charge
usually made for docking a war phip
is that which will epver the cost of run-
ning tin pumping plant and the neces-
sary incidental expense of illlin;;\ind
emptying and refilling tJie dock. In
the caw1 of a merchant, ship the regular
charge for docking is made by the gov-
ernment owning the do<Jk.
In the case of the Puget Sound strue-
