TorEKA, Kun., Jan. 10.—When tlio
senate met this morning Mr. Brown
offered u resolution to add to the list
of senate committees a committee on
Irrigation consisting- of five. This was
laid over one day under the rules. Mr.
McClag-pnrt introduced senate bill No.
1, an act for the suppression of crime;
No. 2, to regulate the salaries of
certain county officers of Mont-
gomery county, and No. ii.
'Mr. Dillard introduced the next
fifteen, among them one for an appel-
late court, another regulating the ap-
pointment of police commissioners, and
a third to reapportion the senatorial
districts. Mr. Shearer introduced
seven bills, among them one relating
to stock yards and another provid-
ing penalties for bribery. Mr. Taylor
introduced his bill for the prohibition
of lotteries and gift enterprises, and
followed it with live others to orohibit
gambling, prevent bribery and stop
pool selling and bookmaking. Among
the other bills introduced were the fol-
lowing by Mr. Baker, relating to tho
issuance of railroad passes and one by
Mr. Jumper fixing railroad rates and
prohibiting rebates. Mr. Householder
introduced a joint resolution relating
to tho suffrage question. Mr. Dillard
another calling a constitutional con-
vention, and Mr. Brown a third,amend-
ing tho constitution and prohibiting
officers from receiving gifts.
Representative Cubbbison hopes to
get hie lottery and policy bills through
the house under a suspension of the
rules before the close of this week. He
had hoped to get the police bill through
us quickly, but he finds that some of
the members are opposed to its severe
provisions,and he will therefore permit
it to take its chances alone rather than
jeopardize the others.
In the afternoon Mr. Cubbisou intro-
duced the first four bills, all bearing
on lotteries, policy, bookmaking and
other forms of gambling. He moved
a suspension of the rules and the sec-
ond reading of numbers 1 and relat-
ing to lotteries, policy and gambling
houses. Numbers II and 4, lie stated,
related to gambling in private houses
and bookmaking. His motion was
adopted and numbers 1 and ~ were re-
ferred to the committee of the whole.
Mr. lialllngcr, of Coffey, introduced
house bill No. f , relating to state
printing and the term of office of the
htate printer. Mr. Sea ton. of Atchi-
son, introduced house bill No. 0, mak-
ing appropriations for buildings at the
soldiers' orphans' home.
At 2:25 o'clock the governor, by his
private secretary, presented his rnes-
oklahoma's meshaue.

Guthrie, Ok., Jan. 10.—Gov. Ren-
frow submitted his semi-annual mes-
sage to the legislature in joint session
at noon to-day. It was a very exhaust-
ive document, covering the develop-
ment and progress of the territory and
calling for many reforms, principal
among them abolishment «>f the fee sys-
tem, the revision of tho election laws,
the buying of all country supplies from
the lowest bidder, the change of quar-
antine line and the compelling of
insuranco companies to pay the
face value of policies, lie also recom-
mends the collection of a heavy
tax from liquor dealers, the establish-
ment of a territorial university for
negroes a nil the requiring of sworn
statements from private banks. He
comes out clearly for statehood for
Oklahoma and such p.irt of tho Indian
territory as can be secured and asks
that congress be strongly memorial-
ized.

Evansyjllk, Intl.. Jan. 10.— A young
farmer named 11. <>. Taigolp, living in
Peary county, has been paying his at-
tentions to .Miss Maggie O'Neill,a pret-
ty girl of 1(1, and the daughter of a
well to do farmer. Recently he called
on the girl. There was a knock at the
front door, and Taigolp, thinking it
was his hired man, who was used to
coming in at that hour, got up to let
him in. Four masked men walked in,
and without undue ceremony tied
Taigolp's hands and legs and then pro-
ceeded to tar and feather him. After
they had accomplished their work they
escaped from the house. Taigolp is a
bachelor in comfortable circumstances
and is determined to have the matter
investigated.

Hays City, Kan., Jan. 10.—Tho
United States government has begun
suit against 100 or more property
owners in the northwest part of Hays
City. Prior to the time t he Union Pa-
cific Railroad Co. acquired title under
the subsidy granted by the general
government, a man named Rose tiled a
pre-emption on the northwest quar-
ter of section township
13, range 18. The railway company
completing the road subsequent to
Hose's filing, the gov
suit to dispossess the present owners.
More than two hundred property own-
ers are interested in this suit. I ho
suit will be heard in Topoka the first
Monday in February.
