Officers of Knights and Ladies of
Security and Fraternal Aid
Were to Divide a $350,000 Trust
Fund Between Them.
Topeka, June 19.—The splitting:
of fees, said to be $350,000, to be
paid out of the funds of the
Knights and Ladies of Security of
Topeka for effecting a merger
vilh the Fraternal Aid Union of
Lawrence, Kas., has been blocked.
The proposed merger has been
called off temporarily because
Richard J. Hopkins, attorney gen-
eral, refused to sanction what he
terms a 'trust fund fee grab."
John W. Breyfogle, an insur-
ance broker with offices in Kan-
sas City, Mo., Mr. Hopkins says

The two organizations propos-
ing to merge are among the lar-
gest and strongest fraternal or-
ganizations in the country.
For several weeks the proposed
consolidation has been whispered
about here, but the enormous fee,
which blocked it, has just 'popped'
out of the secrecy bag. The entire
proceedings have been conducted
• luietly, with no information be-
ing given out by the insurance
commissioner or the attorney gen-
eral. When asked about the mer-
ger today Mr. Hopkins said he had
been informed it had been called
off, and that his office had noth-
ing to say about the matter, unless
an effort was made to renew the
plan. When confronted with the#
rumors about a third million fee,
Mr. Hopkins admitted it was that
which caused him to notify the
insurance commissioner he would
not approve of the merger.
"I believe the merger of frater-
nal organizations is a good thing
and I would strongly have ap-
proved of this merger if the fee
for perfecting it had been reason-
ab..-." Mr. Hopkins said. "Now I
do not propose that $350,000 of
the trust funds of the members
go into fees, unless a detailed
statement of the persons to whom
the fees are to be paid, is made :
out and submitted to a vote of the !
membership for ratification. Per- i
sonally I have been unable to get i
the interested persons to divulge I

paid, except that Mr. Breyfogle1

"If two fraternal organizations
desire to merge with the sole pur-
pose of benefitting their organi-
zations by coalition or strength,
it is good. But I can see no rea-
son for a big broker's fee or for
big secret fees.
"The merger should be affected
by the officers of the organiza-
tions, paid by the membership to
represent them, and the expense
should be nominal."
Theodore Craig went to the
city on Sunday to see that new
nephew, who came to the home of
his brother, J. L. Craig, last week.
He reports to the grandparents,
Mr. and Mrs. J. W. Craig, that
their new grandson is a fine 8-
pound boy and all parties are do-
ing nicely.
Electricians were at work Fri-
day installing more electric fans

in the city. The present weather
is certainly enough to be consid-
ered as a hint, and Mr. Seawright
has timely made the improvements
RESOLUTION
Bo it resolved by the Mayor and
Councilmen of the City of Norman
State of Oklahoma.
That they deem it necessary to
pave, grade, curb, drain and im-
prove the hereinafter set forth
streets, avehues, and lanes, and
unimproved portions thereof as
described within the limits of tho
City of Norman, Oklahoma, towit:
South Santa Fe avenue from the
north line of Duffy Street to the
South line of Main street.

few days, but Mrs. Teel will
probably remain there during the
summer, visiting friends and rela- '
tives.
RESOLUTION
Be ft resolved by the Mayor and
Councilmen of the City of Norman
State of Oklahoma.
That they deem it necessary to
pave, grade, curb, gutter, drain,
and otherwise improve the herein-
after set forth streets, avenues,
and lanes, and the unimproved por-
tions thereof as described within
the limits of the City of Norman,
Oklahoma, towit: Symmes Street
from the West line of Santa Fe
Avenue to the West line of Col-
lege Avenue, and £ollege Avenue
from the South line of Symmes
Street, south to the North line of
Boyd Street, and Boyd Street from
the West line of College Avenue,
to the East line of Elm Avenue,
and Elm Avenue, North to the
South line of Symmes Street.
The owners of property liable to
assessment on said streets and ev-
enues as above set out may withn
fifteen days from the 12th day of
June, 1910, file with the City Clerk
their protests in writing against
such improvements separately up-
on any street, avenue or lane in
said proposed paving district as
above described.
Upon the failure of the owners
of more than one half in area of
the land liable to assessment t
pay for such improvement of any
street, avenue, or lane to protest |
as above stated, then the Mayor
and council shall have power
cause such improvement to be
made and contract therefor and
levy assessments as provided by
law.
Passed by the Council this 10th
day of June, 1919.
