A Proclamation.
It has pleased Almighty God to
bring our nation in safety and honor
through another year. The work of
religion and charity have everywhere
been manifest. Our country through
all its extent hat been blessed with
abundant harvest. Labor and the
great Industries of the people have
prospered beyond all precedent. Our
commerce has spread over the world.
Our power and Influence in the cause
of freedom and enlightenment have
extended over distant seat and lands.
The lives of our official representa-
tives and many of our people In
China have been marvelously pre-
served. We have boen generally
exempt from pestilence and other
great calamities and even the tragic
visitation, which overwhelmed the
city of Galvestion made evident the
sentiments of sympathy and Chris-
tian charity by vjrtue of which we
are one united people.

ley, president of the United States,
do hereby appoint and set apart
Thursday, the 29th of November
next, to be observed by all the people
of the United States at home or
abroad, as a day of thanksgiving and
praise to Him who holds the nations

SPECIAL QUARANTINE PROCLA-
MATION.
By the Governor, promulgating
special regulations for the passing
of cattle across the Oklahoma Quar-
antine Line for the months of No-
vember and December, 1900.
Whereab, the Live StockSanltary
Commission of the Territory of Okla-
homan, at a session held in the city
of Stillwater upon the 12th day of
October, 1900, did adopt resolutions
authorizing and instructing the Gov-
ernor of the Territory to issue proc-
lamation authorizing the movement
of cattle across the Territorial Quar-
antine Line during the same time
that movement should be authorized
by the United States Bureau of Ani-
mal Industry, and
Whereas, said United States Bu-
reau of Animal Industry has promul-
gated an order of the Secretary of
Agriculture, of date October 9tb,
providing that cattle can be moved
from the quarantine districts to
point* within the state of Kansas and
Missouri and the Territories of Ari-
zona and New Mealco, and to points
in the states of Texas and Tennessee
and the Territory of Oklahoma out-
side of the said quarantine district
upon authorization procured from
the authorities of the state or terri-
tory. Now,

moved across the Territorial Quaran-

Stock Sanitary Commission of the
Territory.
There will be no fee for Inspection,

Notice ia hereby gives to ell leaiaoa of
school land, public buildioga and collage
or indemnity land In tbe territory of Okla-
homa whose laaati aspire on Jan. 1, 1901,
that they will be required to make appli-
cation for renawal of their laaia on or
before November to, 1900, or tbair pre-
ference right will be forfeited.
Applications will be governed by the fol-
lowing general rulaa:
1. All applications will be made for s
period of three years from the expiratios
of the lease.
2. All note* for rental must be made pay-
able on the first dey of October each year.
3. No application will be coneiderad
at lets then tbe appraised veins sod par-
ticular attention is called to rules 10 to ay
inclusive, adopted by tbe board of leas-
ing lands May 2.1899.
4. All lessees who ere in default 00
their rental obligations are hereby notified
that they will not be permitted to renew
their lease or remove their crope or In-
provementa nntil inch rental ie fully paid.
3. All lands on which leases will ex-
pire January 1, 1901, for which applica-
tions for renewals ere not received in ac-
cordance with the above general rules
will be lasted to the highest bidder with-
out reserve as to the preference right of
the former leasee, public notice of which
will be given hereafter.
The school lend office will mail to tbn
recorded address of ell lesisea whose leases
expire at above mentioned a notice giving
the appraised value and blanki necess-
ary for renewal. Any leseaa felling to re-
ceive tbe seme can obtain blanks by ad-
dressing the secretary of the board.
