Washington, May?.*i .—The time of the
Y:ouse again today was devoted wholly
jto the consideration of conference re-
iports. The final report of the river and
lharbor bill, carrying the compromise
proposition relative to the rival Santa
(Monica and San Petlro harbors, Cali-
fornia, was adopted without division.
The bill now i^es to the president. As
finally pas.:- d.lt carries $12,850,OOU In di-
ject appropriations and authorizes con-
tracts to.the extent of $59,649,000. The
ilinal report on tho executive, legislat-
ive and judicial bill was also adopted.
The bill, ns It goes to the president, car-

(civil and Indian appropriation bills

provision in the latter bill relating to

TO IMPEACH QROVKR.
The eesfion was opened with n pensa-
lional attempt by Mr. Howard (Pop.,
Ala.) to secure consideration of a re.so-
lution to Impeach President Cleveland
on eleven counts but he was promptly
«uppre svd iiy an almost unanimous
vote of the house.
Mr. Howard's allegations were the
illegal gale of bonds, illegal use of pro-
ceeds of the bonds, corruption in poll-
tics. and for a refusal to enforce the
cnti-trust law. As soon as the Journal
had been r-ad. he rone dramatically in
the center aisle and. flourishing a pap?r,
demanded to be heard on the resolution,
which he sent to the clerk's desk. When
(the clerk ceased reading. Howard, who
Jiad arisen to address the house, was
suddenly taken off the floor by Dingley,
•who raised the question of consideration
jagalnsit the resolution.
The question was promptly put by
the speaker, and by a practically unan-
imous vote the house declined to give
jHoward a hearing. The house then set-
tled down to routine business.
INDIAN APPROPRIATIONS.
Mr. Sherman (Rep.. N. Y ), chalrm it.
(of the Committee on Indian affairs,
presented the report on the Indian ap-
propriation bill. The report agreed to
nil the items save those relating to the
continuation of the Dawes commission,
•the Cherokee . utlet, the sectarian school
question, and the payments to the Old
Settlers association. The report was
•adopted. Mr. Sherman then moved that
the house concur in the senate amend-
ment relating to sectarian schools. By
fcoth the hous - and senate amendment*.
Mr. Sherman explained, the policy4of
doing away with secttarlan schools was
enunciated. The difference between the
two provisions was that the house par-
agraph cut off appropriations for sec-
