speech. He had before him several vol-
umes, including Senator Sherman's
memoirs.
Before Mr. Hill had risen to his feet
Mr. Walthall moved that when the sen-
ate adjourned it be until Monday, and,
(despite opposition, it was carried, 25 to
28.
Referring to the Wilson bill, Mr. Ilill
said he had sought to chan«e some of
the extreme features of that measure,
it passed, however, as the great meas-
ure of tariff reform.
"That blil," he went on, "as conceJed
by Us friends and enemies, does not pro-
duce enough revenue to meet the ex-
penses of the governm nt. i wish my
party had framed a bill so fair, so rea-
sonable, 90 conservative that n-> ques-
tion could have been raised as to ra;s- i
.lng revenue. It had been better if ex- ;
treme counsels had not prevailed then,
as they are trying to prevail now."
INSUFFICIENT REVENUES.
Mr. Hill declared that with revenues j
insufficient to meet government ex-
penses, bonds were imperative. Cer-
tainly, then, the Democratic party
should at least defend the course cf th - !
president and the secretary of the trea--
>ury In issuing bonds. It was not for the
Democratic party to Join in the politi-
cal assault of Popul st and Republican
senators against bond issues.
When ai one point Mr. Hill was inter-
rupted by the remark of Mr. Allen that
the Democratic party was dead, the
New York senator p.«id a glowing trib-
ute to his party, declaring that It would
