WOULD SOLVE
JURY PROBLEM
U. 8. ATTORNEY MOODY MAKES
A RECOMMENDATION
WHICH WOULD DISENTANGLE
THE SNARL AND ENABLE COURTS
TO GET TO BU8INES8
Would Make Law for Drawing Juriee
•a Laid Down In United Statee
Statutes, Applicable in Thia
T erritory
The (nllowlne recommendation
from Attorney General Moody In his
annual report should and probably
*111 recelre prompt attention:
The laws of the territory regulating
the selection of jurors are elaborate
eonfused and difficult of execution
The gupreme court of the territory
kaa solved the difficulty by holding
that the statutes are directory, and
not mandatory, and that if satisfact-
ory Individuals for Jurors are obtained
the object of the law Is accomplished.
Recently, however, the circuit
•niurt of appeals has held that the law
•f the territory on the subject are
mandatory, and that a Jury obtained
other than In strict compliance with
them was Illegal. The district attor-
ney reports that it Is very doubtful
If any Jurors can be secured In con-
formity with the statutes until the
apring of 1907; that In the opinion of
many persons it is practically Impos-
sible to impanel a jury In conformity
with the laws, and that grave doubt
exists whether convictions can be ob-
tained under Indictments now pend-
ing-
The legislature of the territory does
not meet until January 1907. The dis-
trict attorney juggests the enactment
of a law In substantially the follow-
ing terms:
"That until the termination of the
session of the next legislature of Ok-
lahoma Territory, and while Oklaho-
ma continues to be a territory, or un-
til the legislature thereof shall other-
wise provide, and grand jury and any
petit jury selected, drawn and im-
paneled according to the mode and
procedure of the common law, or in
substantial compliance with the re-
quirements of the United States stat-
utes for the obtaining of grand and
petit jurors, shall be a legal grand or
petit Jury for the examination and
trial of all cases In the district court
of said territory."
I respectfully commend the enact-
ment of such a law.

SOLID TRUTH
Wannamaker Gives Good Advice to
Business Men
John Wannamaker, one of Ameri-
ca's most liberal advertisers and suc-
cessful merchants says:
"A newspaper whose columns over-
flow with advertisements of business
men has more influence in attraction
to build up a town that any other
agency that can be employed. People
go where there is business. Capital
and labor go where there Is an enter-
prising community: No power on
earth is so strong to build up a town
as a newspaper well patronized, and
Its power should be appreciated. The
man who overlooks his town paper
Injures himself by injuring his town
and townsmen.

Washington, Dec. 11.—William
Grimes ha« sent In his resignation as
secretary of the territory of Oklahoma
This Information Is given out at
the department of the Interior
Mr. Grimes submits a document of
pages recalling his long and pleasant
relations with the administration, and
extending thanks for kind and courte-
ous treatment at all times from the
secretary of the interior.
It is understood his successor will
not be appointed before the middle of
January, when Governor FYantz will
be inaugurated. It Is believed Gover-
nor (•'rant 7, will be allowed to select
his secretary. If so, there seems lit-
tle doubt but Charles Fllson will be
selected to succeed Mr. Grimes. It Is
recalled that the two for years have
been close friends and have that sort
of confidence in each other that will
stand the pressure of official life
Possibly more from this than any-
thing else comes the Impression that
Fllson will be named.
United States District Attorney
Speed Is to be called here by the at-
torney general to go over charges of
long standing against him. This will
happen, according to an official In the
department of justice, not later than
the first week in January. It Is de-
sired to reappoint Speed or to appoint
his successor about the time Governor
Frantz goes Into office. Should
Speed's explanations be satisfactory
he will be reappointed; otherwise he
will not. Should a change be deter
mined upon John Embry will likely be
given the place.

Fishing
in winter
Is but one of the many attraction# of
the Gulf Coast of Texas. Corpus
Christ! and Oyster Hays are the nat-
ural home of the Tarpon, and this, the
gamest of Ash, is practically undis-
turbed in these waters. There may be
finer sport than Tarpon fishing but it
would be difficult to convince any one
who has indulged in the sport to the
contrary.
FOR HEALTH AND RECREATION
Corpus Christl, Aranses Harbor and
Rock port and the surrounding sections
are unique. Tempered by the gulf
breezes, the extremes of heat and cold
are unknown. Winter here is but a
name—the clear, bright, sunshiny
days, and the alluring out of door
pleasures are in such marked contrast
to the chilly north. Now the bays and
inland lakes are fairly alive with wild-
geese, red-heads, mallards and other
feathered game, making it a veritable
paradise for the hunter.
Plan your winter outing now. The
exceptionally low rates during the Fall
and Winter months—the excellent
train service and accommodations via
the M. K. & T. Ky make it a journey
of but small cost and not of tiresome
length. I want you to read "Winter
Tours." I'll send it on rekueet.
