INTEREST RATE
Secretary McAdoo has definitely an
nounced that the Fourth Liberty Loan
bonds will bear 4j per cent interest
The Secretary has been insistent
that the Government interest rate
should be stabilized at 4] per cent
He points out that a raise in the rate
of interest of only one-fourth of 1 per
cent on $10,000,000,000 of Government
bonds would mean an annua! increase
of $25,000,000 in iuterest charges, and
that this money would have to lie
raised by increased taxation and paid
by the people of the country. It would
not be paid "by one class only, because
there are consumption ns well ns other
kinds of taxes, and tlie consumption
taxes reach every class of people.
“As an intelligent people,” said Sec-
retary McAdoo during the Third Lib-
erty Loan campaign, “we should now
make a stand for the financing of our
Government during the period of this
war at a stabilized rate of interest, say
at 4} per cent per annum, so that nil
business and all investments mny be
adjusted to that basis, and so that
we ourselves may protect ourselves
against successively increased rates of
interest on Government loans.”
< Neither our patriotism nor our sup
port of the Liberty Loans are meas-
ured iu fractious of per cent.
WAR FINANCE CORPORATION.
A short time ago the Bethlehem
Steel Corporation, with the approval
pf the War Finance Corporation of
the Treasury Department, floated a
$50,000,000 note issue. As tlie Bethle-
hem company is engaged in an indus-
try directly contributing to the prose-
cution of the war. the War Finance
Corporation not only approved the note
issue, but executed a contract for the
purchase at par of $20,000,000 of the
notes, under an agreement providing
for a resale in the event that the en-
tire issuo of $50,000,000 was placed
with the public. Subsequently tlie
War Finance Corporation resold its
$20,000,000 of not.'s ct above per aid
therefore at a profit.

San Antonio, Texas. Aug. 21.—Tlie
week of November 11 has been set for
the great union war fund drive to
raise $133,500,000 for war work of the
Young Men’s Christian Association, the
Young Women’s Christian Association,
the War Camp Community Service and
the American Library Association, ac-
cording to an announcement received
here from the representatives of tlie

were serious outbreaks of smallpox
last winter. It was necesaary for tlie
State Board of Health to take drastic
measures to control these epidemics and
to protect the rest of tlie state. This

every'country. Now it is little dread-
ed. The sole and only reason for this

vaccination. The man who refuses to be
vaccinated not only endangers himself,
but is a threat to the good licultk of

As a result of carefully conducted
experiments by tlie Hygienic Labora-
tory of tlie United Htutes Public
Health Service, it has been shown that
flour made from the whole wheat or
corn grain contains an ahunduuce of
ant ineuritic vitaininc, while tlie ‘‘high-
ly milled” products derived from tlie
cereals named are deficient in this
element.
'The summary of the experiments
made concludes that the “highly mill-
ed” products are, without exception,
inferior to foods prepared from the
whole grain. It is advantageous to
include the bran iu foods intended for
human nutrition. ‘‘On tlie contrary,”
is asserted, ‘‘tlie experience with
war bread’’ would rather indicate
that) persons with delicate digestion
