Washington May 22.—It is apparent
that a campaign to carry through con-
gress next winter the Philippine tariff
Ml', which is close to the heart of
Secretary Taft, is to l>e begun early
tliU summer.
™hc sugar and tobacco duties are
the one about which the most contro-
| versv is caused, and one argument rel-
ative to the tobacco duties made here
by one who Is informed regarding the
Philippine tobacco trade Is:
"Comparatively few people In the
United States have acquired a tast '
for Philippine cigars, and the demand
for them would be only gradual. The
supply of tobacco leaf Is at present
inadequate to meet the demands of
the local manufacturers, and most of
the leaf Is totally ununited for making
cigars for export to the United States
and to European markets.
"The American cigar market would
not be appreclab'y affected by the ad-
vent therein of the Philippine cigars,
but a reduction of the Dlngley tariff
upon cigars wonld produce an Im-
mense moral encouragement to pro-
ducers In the Islands."
cldent. It occurred at 5:30 o'clock
yesterday evening. There was an-
other one of the so called' "slips,"
which resu ted In a frightful explos
ion and instantly molten ineial. tons
of it was hurled about among the
workmen.
I^ast night five charred and black
ened bodies were taken to the city
morgue, four are dying in the city hos-
pital and one other is seriously in-
jured at his home. Besides these
there are several of the workmen miss
ing and their fate is unknown.
While not so serious in the number
of fatalities as the preceding accidents
of similar nature, the explosion of last
evening is of add« d importance be-
cause of the prominence of some of
the men killed. Among the dead are
two assistant superintendents of the
plant and one of the injured is also
an assistant superintendent.
