Three masked men attempted to
hold up the men ifi charge of the Bia-
mark office yesterday while they
were preparing to pay off the men at
the camps and the mill.
Mr. Cole, deputy sheriff, was shot
through the flesh part of one of his
legs. Several shots were fired while
the robbers made good their escape.
The sheriff’s office in this city was
notified and men left this morning
for t}ie scene.
The robbers made a complete “wa-
ter haul.”

The Senate’s approval of the meas-
ure agreed upon by the conferences
and accepted by the House came late
in the day after attempts to send it
back to conference and ,n earnest ap-
peal by Senator Chamberlain, chair-
man of the Military Committee, for
final action.
Kirby Stays With Minority.
The eight senators who cast the
negative votes were:
Democrats: Gore of Oklahoma,
Hardwick of Georgia, Kirby of Ark-
ansas, Stone of Missouri, and Tram-
mell of Florida.
Republicans: LaFollette of Wiscon-
sin, Gronna of North Dakota, and
Norris of Nebraska.
Provisions of Bill.
The bill, supported by the adminis-
tration, was introduced in the Senate
April 19, was passed April 28—in the
Senate, 81 to 8, and in the House 397
to 24—and has since been tied up in
conference. It was returned to con-
ference twice by the House to include

The bill provides for raising by se-
lective conscription a war army in in-
crements of 500,000 men from 21 to
30 years of age. It also authorizes,
without directing, the president to
• raise volunteer forces which Colonel
Roosevelt desires to take to France,
and greatly increases the pay of all!
enlisted men.
Next Comes The Draft.
Immediately after the president
signs the bill, he will, by proclamation
designate the day for registration of
the 10,000,000 or more men of the pre-
scribed ages. Registration books are
in the hands of state and local author-
ities. Brigadier General Crowder, the
provost marshal general, expects to
have his complete lists in Washing-
ton within five days after registering
begins.
Then will come the task of select-
ing the first half million, exempting
the physically unfit, those with de-
pendents and men who are needed on
the farms and in industries. The pro-
cess of selection probably will be
completed long before the men are
wanted. Secretary Baker today said
that because of lack of supplies the
new army would not be called to the
colors before September.
Roosevelt .May Gain Wish.
Whether Colonel Roosevelt shall be
permitted to raise an expedition now
rests with President Wilson. It is be-
lieved that he will postpone decision
while the draft system is being put
into operation.
