The Cuban Insurrection is fast near
in(f a point where it will be considered
more than the work of u few bellgiur
ents. Since tlie battle of Caraaifiiey
In wliioh the Cuban forces were victo-
rious and the Spuiiiiir.ls lost over sev-
en hundred, even the London Times,
which was front the tlrst with the
Spanish government, is weakening.
Indications are that 1 hit- government
will soon take an active hand in snn-
pjrt of the Insut gents The report is
that Cleveland is actually eonsiderinif
such a step, It having been pointed
out to him that President t.rant set a
precedent of that character in I-:.
when the Spanish were disregarding
the rights of American citizens in
Cuba, during an outbreak.
In the meantime It seems that the
Cuban insurgents do not want any
active recognition front this govern-
ment of their cause. They rtaliie that
the moment they are recognized by
the outside nations as bellgereuts, the
law of tli« treaties between this coun-
try would have to be regarded and a
strict neutrally be observed. As it is
not supposed to
visitors from abroad are leaving as fust
as the trains can get them away. The
great majority is homeward bound,but
thousands ur* going to i hattanooga
for next week's celebration. The
commander-in-chief and his pred-
ecessor with their staffs will
pay a visit to Lincoln's birthplace
to-morrow. It is understood that im-
mediately upon bin return to Indian-
apolis Gen. Walker will take measures
toward carrying out the decision of
the encampment that a test case
with the view of establishing the
doctrine that a pension is a
"vested right" be instituted in the
federal courts. There are numberless ,
canceled pensions or reduced pensions,
any one of which can be used as a
oasis of a suit, and an immense array
of counsel will be employed. The con-
tention of the Grand Army or com-
plainants will be that a pension is n
class of property that its title once es-
tablished cannot be attacked except
upon production of ample evidence
which must be furnished by the gov-
ernment, and that the applicant once
having been granted a pension cannot
be afterward required to furnish evi-
dence to sustain title to it.
The encampment closed after pass-
ing resolutions declaring that all vet-
erans should be favored by civil
service boards without regard to age;
favoring military drill in public
schools, asking congress to defray the
now this country is not supposed to j expenses of Memorial day services;

The objects of the meeting are
|. ;rst—To formulate a memorial an.l
petition to congress.
Second-To agree upon the best
methods to be used to obtain the legis-
lation desired, to-w'.t. The application
of the general homestead laws to all
the lands in Oklahoma.
Third—To extend our organization
to all parts of the territory of Okla-

recommend thnt each county
hold a meeting to elect six delegates
at the county court house at l::i p m.
t«i Saturday, September jsth, l> 1 .
At such time unorganized counties
will proceed tirst to elect permanent
league officers (men who are energetic
and pledged to assist in its work).
The county convention s'.iall then
elect six delegates to the territorial
convention and the county president
and secretary shall certify said elec-
tion to the territorial president and
secretary. ..
The county league conventions snau
be composed of three delegates from
I each loeal league in the county.
As county conventions are composed
only of delegates from local leagues,
we urge the immediate organization
of every community. Meet at once
and elect otllcers and send us their
! natut - and addresses and we will send
I constitution for adoption.
Every man and woman in Oklahoma
is directly interested in the success of
this work. Its importance to -he
claim holder, to the business man and
to the prosperity of the territory can-
not be over-estimated. Success means
the saving of hundreds of dollars to
each settler, which aggregates mill-
ions in the territory.
Therefore, let all assist in a uniteu
organized effort for a cause which we
deem the most important and benefi-
cial of any issue before us-
