It can hardly be expected that much
actual news will develop in
.Manchuria for some time t
and attention is now turning toward
Port Arthur, where, as General Sto ^
essel's latest re|K>rt indicates, the Jap-
anese are gathering strength for
another spring at the fortress. It I
is taken for granted here that there
will soon be news of importance from
Port Arthur, since the Japanese
throughout the war have seemed to
alternate their attentions between the
beleaguered fortress and the Russian
army toward the north. It thus ap-
pears that it is Port Arthur's turn
to keep up the excitement while Field
Marshal Oyama is preparing for the
fall campaign.

General Kuropatkin telegraphs that
there was no fighting on Wednes* j
day. The general says strong detach-
ments of Japanese infantry have ad-
vanced three miles north of the Cen-
tal station.
Mukden. —The panicky conditions
prevailing immediately after the bat-
tle of Liao Yang has entirely disap-
peared among the Russian army now
ntral j concentrated here. Business has re-
some, 1 sumed and the city is quiet. The Rus-
so-Chlnese bank has reopened.
The failure of the Japanese to fol-
low up the advantage gained at Liao
Yang has caused surprise here.
An independent authority who ac-
companied the rear guard from the
positions south of Liao Yang to Muk-
den says that this failure is account-
ed for by the fact that the Japanese
lost 40,000 killed and wounded in one
day's fighting and that besides they
were too tired to continue the ad-
vance.
The Japanese are « ported to be in-
trenched around Liao Yang and to
have repaired the bridge over the
Taitse river.
Twelve thousand soldiers wounded
at Liao Yang have been treated at
the Red Cross hospital here.
