of $29,094.77 in "prospecting," for
water since Commissioner W. H.
Hampton and Supt. J. W. Bennett, look
charge of the water department. The
city is but little betier off as far aw

taxpayers' mon y was frittered away.
Under the O. K. of Commissioner
Hampton, the mayor a <1 o.her mem-
bers of the city board employed the
three water experts to suggest the b- s
possible remedy. Hiram Phillip- of

and J. W. Bi'lings'.ey of Houston were
secured. Each were to receive $3,500
alary for their opinions after mak-j
ing investigations—a total of $10,500.
And they were to furnish a printed
