the smallpox epidemic that infested
Stroud this winter.
When the smallpox broke out at
Stroud the territorial board of health
ordered the erection of pest houses
and es'ablished quarantine regula-
tions and while its authority was not
questioned the matter of paying the
expense baa not been adjusted. The
commissioners of Llscoln county can
not pay the bills under the law and
the people who carried cut tho direc
tions of the health officers should not
be compelled to lose. The smallpox
hbby expects relief from tho Fifth as
sembly.

consumed in going over the various
items embraced in the original reso-
lution culling for the Ibvcstigation
and deciding what other witnesses
should be subpoenaed.
The Alva normal matter was dis-
cussed and It wus decided to subpoena
tho architect tuider whose direction
tho building was constructed und
others. Tho subject of the territorial
library was under consideration and
as it had been claimed by the prcdej
cessor of the present librarian that the
library or territory was indebted to
him several hundred dollar and as
the committee had been Informed that
the chief justico was willing to make
a statement of the matter it was de-
cided to obtain his slat' inent before
closing tho subject.
After being iu session for an hour
the committee adjourned until ! a. in.
today.

Acting Adjutant General Ilert C. Orner
and J C Jamison were the only wit-
nesses on the stand in the forenoon
Lieutcnant-Orncr produced his reports
tho reports of the board of survey and
other documents required by the com
mlttce. He testified as to his salary
and that he was on active duty by
special ordors of the governor and
assigned to the execution of the duties
of adjutant general. His statements
were given promptly and without ap-
parent hesitation which scenic I to
please the committee. He stated how
his vouchers for his monthly salary
wuro audited and allowed ; that some
of the vouchers did not bear the signa
tu e of Secretary Jonkins because the
secretary did not think it necessary;
that tho National Guard had not been
callod into actual bcrvlce since he had
beon acting adjutant general though
some of the oilleers had b en put on
active duty; that he was appointed
without solicitation or consultation
and that he had divided his salary with
no one nor pa'd a part of it to any ono.
He was thon dismissed with a request
to appear again ut 4 p in. today with
transcripts of all reports relating to
the board of survey and other reports

testified with tegard to the duties of
adjutant gene al amount of stores and
ordnance received from the general
government their disposition cost of
transportaMon what constitutes active
duty so as to come uuder section 11 of
the code his opinion as o whether the
acting adjutant general was cutitlcd
to pay uuder that section as to the
manner of the losses in stores why
they were not p'aced in a safe depos-
itory with regard to vouchers for
postage stamps and other expenses of
the adjutant general's olllco while he
was adjutant general and many other
matters when the board took a recess
until 4 p. m today.

"My objections to thlr bill are first
my judgment It Is not the part of wis-
dom to change the minor details of
olty governments every two yoars on
account of local or special conditions.
This bill makes the olllees of city
marshal and street commissioner ap-
pointive instead of elective as they aro
under tho present law. Tho law now
provides for authority for tho suspen-
sion by the mayor and removal by the
council of such subordinate olty of-
li cern vthonovor such oilleers are guilty
of misconduct and I .see no especial
gain in the interest of good service by
changing the law an Is hero proposed
