"An act constituting a territorial
b iard of equalization und deflnng the
powers thereof and providing for the
assessment ol the rolling s cole rail
roads aud ottur property not other-
wise provided for.
"Me it enacted by tbo legislative
use i bly of the territory of Oklaho-
ma: 'Section 1. Tho governor territor-
ial auditor and secretary shall consti-
tute tbe territorial board of iqualiza
tion nnd said board of equalization
shall bold a session at the capital of
tho territory commencing on the
third Monday of June of each year;
and It shall be tbo duty of said b ard
to examine the various county . ssess-
ments and to equalize the same and
to decide upon tbe rate of territorial
tax to be levied for the current year
togetber with any o her general or
special territorial toxcB required by
law to be levied and to equalize the
lev of such taxes throughout the ter-
ritory. And shall therefrom find tbe
percentage that must bo added to or
deducted from the assessed value of
eaoh e unty and shall then order the
percentage so found to be added to or
subtracted from the assessed values ot
each of tho various counties of the ter-
ritory and shall notify tho various
county clerks of the percentage so
ordered to bo added to or subtracted
from the valuation of property in
heir repectlve counties. It shall then
be tho duty tf the various county
elerks to add to or deduct from tbo
total value f tho property assessed to
each party tho percentage so ordered
aud collect tbe taxes accordingly
Provided: That tho said board of
tqualtztttion Ib hereby cxprcs ly for
bidden to raise or lower tbe aggregate
grand total of tho valuatio s of the
taxable property of Bald territory as
returned by tno usse-sois And pr
vidrd further that said board shall
iibbebs the rolling stock of rail oads
and all other properly not otherwise
provided for.

proceedings were hart;

for the Insuranco of School Houses and
the Furniture and Fixtures thereof by
Malley was read section oy section.
TIadloy opposed the repeal of the pres-
ent law and spoke briefly against the
present bill. He said the Inw ns It now
stood was defective but he Insisted that
the school house Insurance Inw was n
eood one. In principle nnd that the mis-
tnkes In tho present law should be rem-
edied by proper amendmanta.
Malley defended his bill said the pres-
ent law was objectionable and should bo
repealed.
Doylo opposed the rcpcnl of the pres-
ent law and said It was a question of
whether nctunl losses should bo pnld
on the mutual plan or whether the for-
eign Insurance companies should be al-
lowed to bleed the school districts of the
territory as would happen If tho present
law was repealed.
Jones moved that whon the committee
arose It report that the bill be re-corn-mltted
back to the committee on Judic-
iary which motion prevailed.
