WuHhlngion. .Sept. 8.--AdmlnIstntlon
offlolala hsro had no recent cause to feel
that a ctltlontl condition of affaire wan
near at band with tho ImmrKent fores
of the I'htllppIncH. It will bo regaled
thut Major Oenerul Merrltt. before
stnrtlng for Paris advised the Insurg
ent leader Aqulnado that the author-
ity of the United Staten in and about
Manila must bo respeoted and that in
the Interest of a quiet nnd orderly ad-
ministration of affairs. It wrh deslrabe
for the lnaurgenta to aoate the suburbs
of the city within a reasonable time.
About that time Aqulnaldo gave as-
surances of co-operation with the Amer
lean forces toward the maintenance of
order and there has been no reason to
bellee that his adherents would give
serious opposition to their removal from
the suburbs. The time In which the
movement Is to be accomplished has
i.ot expired aenordlng to the under-
standing here and a satisfactory ar-
rangement Is expected before the time
arrlts In the meantime no reports
have come from Oen. Otis who Is act-
ing governor In the absence of Gover-
nor Merrltt as to frlotton with Aquln-
aldo oer his retirement. Ileports have
been circulated that the prerttdsnt re-
cnled a dispatch from Clan Otis yester-
day saying saying that he had given
Aqulnaldo until today to vacate the
suburbs or else take the consequences
This is erroneous however as no such
crisis has been reported by General
Otis ami the report appear to have
grown out of the original orders given
by enera Merrltt. There Is no uneasi-
n-w in official circle over our relations
with the insurgents as the American
officers at Manila have thus far shown
an nbllty to cope with the situation so.
tactfully as to avoid friction and en
tanglemvnts.
