In anticipation of a settlement at
Columbus next Wednesday another
plan lias been suggested by a repre
sentative of one of the largest opo-
rators which will bo agitated Immedi-
ately after tho men return to work.
It will be formulated and submitted
to the joint convention of operator
and miner which it is proposed to
hold next December. In order to
come to an understanding on all ques-
tions at Issuo separate wage scales aro
to bo formulated for each Mine. The
scale Is to provide for the rate to be
paid for the entire year and any
peeial concessions that are to be
made are to be agreed upon by the
miners and the operators and so spec-
Iflod In the scale.
Tho scale Is to be an adjunct to tho
uniformity agreement which is ex-
pected to bo in force. The proposi-
tion will be made by the operators in
the hope of putting all tho safeguards
possible against a probable strike. It
Is well known that thero aro not two
mines in the entire district where the
conditions are exactly alike. The uni-
formity agreoment covers tho general
points but even with It In existence
some oporators would be subjected to
dlllloultles while others havo special
advantages. The scale Is to cover all
these points the primary object being
to avert differences and create n more
friendly fooling between the employes
and employers.

tion to take some action on the St
Louis platform M. P. Carriole presi-
dent of tho Brotherhood of Painters
and Decorators referred to (Iompers

tal "' Ho said among other things:
"It is tlino to call a halt on labor
fakirs who sit in their ofllce and thank
God thai they aro not like tho poor
worklngman of tho country (iompers
Is a disgrace to labor and I believe it
is high tlmo to call down the would-bo
aristocrats of labor and kick thorn
bodily out of tho movement"
When President Curricle finished ho
was greeted with round afwr round
of applause. Tho following resolu-
tion offered by John Dykus repre-
sentative of tho Typographical union
was adopted:
"Resolved That the United Labor
league of Western Pennsylvania dis-
approves of tho utterances of Sir.
Gompors for the reason that they aro
inimical to tho best interests of organ-
ized labor and we are liberal enough
to believe that the groat battle for
tho emancipation of labor can not be
won bv trades unions alono.''

five peoplo and serious .Injuries to be-

stroyed. This olty was willed on for
help and sent engine and doc tors.
Tho first explosion occurred In J. U
Watt's drug .storo from an unknown

beneath which was Pious (iresh's pro
ery itore. Seeing that the flro was
spreading Orosh and twenty men went
to rumovlng his stock of groceries
when a second explosion occurred tho
valls were blown out and the upper
door fell on the men. Oresh and
.Incob Darling a palntor. were taken
out dead. Charles YoitnU and two
other men were burped lo death. Tho
others In the building were badly In-
jured several of thorn probably
fatally. .Nearly every one of thotn
suffered a broken log or arm.
The fire spread from the Odd Pel-
lows' hall and the drug sloro In overy
