BuiLlx. March . The intentumo ot
the American government toward tho
rebellion in Cuba us indicated by lite
action of tho United States Congress
awakens profound Interest and wide-
ipread discussion here not only In the
press and official circles but In all
classes of eoclolj. The question". In-
volved are not regarded by any
means as being confined in their
fleets to Spain and the United
State. The Cuban resolution is
couplsd with President Uevelaud'a
Venezuelan message in the public
mind and there seems to be a deep-
iatd conviction In the Kuropenn
.ninii hnt tliPip incidents mark s de
termination on the part of the United
State government to depart from 1U
time-honored course of non-intervention
In European affair-.. The Ameri-
can action on tho C'ubau question is
therefore regarded as an event of the
first importance t the European
world. ... .
As to the opinion held of it here it
must bo said that Germany and Aus-
tria stand amazed and neither htutes-
men nor tho public know how to
regard what they consider ui recent
frcaucnt evidences that tho United
States has formed a now determina
tion to take an active part in me
world's politics. More or less bpccnla-
tion is given also to the inanuer in
which the United Siate expects to
reao profit by intervention iu Cuba
and much oi tho argument on Die
question proceeds on the presumptio
that it Is sought to take ( ubn irotu.
Spain for tho purpose of adding it t
the United State.
It Is geuorally admitted lhatRa

dispute. When it eomes to the morltR
of the case upon nhloh the united
States base wfe action the oplnlou

awakens a senso of reprobation. Hat
looking further lo the legal aspect of
the case it Is considered thut Spain ia
still within her rights which aro se-

It ii not believed in Rerlin that

a few weeks ago during which a great
number of important -.lores ete be-
