gress of the American Trotting asso-
ciation was held at the Auditorium
yesterday afternoon and besides tho
election of ollicers several important
changes In the rules of tho association
were made. The action of the Ameri-
can Turf congress and the American
Trotting association in ruling oft
and expelling horses and owners
for fraud will be recognized by
the American association as will such
notion on tho part of foreign trotting
associations other than those of North
America. Ono of tho most important
changes made against tho racing rules
was'iiu amendment to rule 13 provid-
ing that tho time made in the trotting
gait shall not bo a bar In races ex-
clusively for pacers and vice versa but
in mixed races ltorses must be eligible
to start at both gaits.

action of the board of appeals shall bo
final in disputes urislng from all viola-
tions of tho rules governing entries.

great damage to fruit and crops of all
kinds and caused the loss of ono or
more lives. Reports from the sur
rounding country aver that hail fell to
11 depth of ii inches on the level and ill
places drifted from 3 to .1 feet In por-
tions of the country north of hero not
a leaf or a specie of fruit is left on ti
tree for miles. In some orchards many
aeros will not bear a p.:ek of fruit.
Vegetables 1111 1 corn are cut into rib-lion-
and totally destroyed.

Freeborn and John Partridge while
trying to cross Neoblio river wore
swept away by the torrent and tho
former drowned. Ilia body h is not as
yet been recovered. Partridge was
savtd although nearly dead. S. Shueli
while attempting to cross a creek was
carried away his wagon loalod with
lumber upottlng. He however es-
caped with his life but lost his team.
Reports of other crop los-.es are still
coining in and it is feared more lives
are lost as tho storm was in reality a
cloud-burst nearly 3 Inches of rain
falling within n few minutes.

noy has signed a city ordinauco which
is a copy of the Murray liquor law
with several additions and modifica-
tions making probably the most
stringent prohibitory law in exlstonco.
Ono of the strong features is that pos-
session of a government liquor li-
cense except by a druggist is prima
facie evidence of violation of tho
ordinance. The penalty Is lixod at
from 8.M) to S100 fine and thirty to
ninety days in jail or both and gives
the police judge full control and powor
of search and seizure and to find tho
accused guilty. Anothor section makes
the prosecution fees contingent on
fines assessed against the accused and
thus relieves the taxpayer.

Charles Curtis who lias been driving a
hack in Topeka weirl to the farmhouse
of Frank Tigner 12 miles south of the
olty and attempted an assault upon
Mrs. Tigner. who was in tho house
alone. After a desperate struggle
she defeated his purpose and suc-
ceeded in escaping from tho rpilluti.
She ran to 11 furmhouse ' j
niilo away and gave the alarm. The
neighboring farmers were quickly
gathered and soon corralled Curtis in a
patch of timber to which lie had Hod.
A rope was placed around his neck and
he was about to bo lynched when
Constable Lynch appeared on the
scene and succeeded in calming the
lynchers until they turned tho prisoner
over to him.

ney dipt. Joe Waters has Instituted a
proceeding in the supronte court for 11
writ of mandamus to compel the board
of penitentiary directors to recognize
him in his olllcial oapauity.
When liov. Morrill issued his order
suspending Chase the ponituuti-
ary directors rufusod to have anything
to do with him. This inconvenienced
Chase n good deal hence the suit.
Chase still otllotutes us warden but
much of his authority lias been taken
away through the action of the di-
rectors. The court has not yet made
un order in the cuso.
