Col. Geo. W. Barefoot returned
home from Washington yesterday.
He is looking well and evidently
life in Washington agreed with
him. This is nothing more than
was to be expected however for
other than the grand congressional
"pow wow" (which even has a
counterpart in our city council)
tbere is little in the capital to which
he had not grown accustomed in
his metropolitan home city. The
Colonel informs us that he had no
trouble with the pound man in
Washington.

"Well I'm still willing to risk
my reputation as a guesser Okla-
homa and Indian Territory will
get statehood before the session
closes. Of this I feel certain. An
agreement was practically reached
last week to take a vote on the
amendment eliminating the New
Mexico-Arizona feature of the bill
aud there is little doubt that with
these out of the way Oklahoma
and Indian Territory will be ad-
mitted as one state. The demo
crats and enough western republi
cans to pass the bill will vote for it.
Senator Nelson the ranking mem-
ber of the committee on tenitories
now practically has charge of the
bill. Senator Beveridge of course
is standing out for the bill in its
present form since this was agreed
upon as a party policy. Senator
Bailey is doing much for Indian
Territory and is entitled to the
thanks of all mr people."
"Did you find the ' members of
Congress pretty familiar with con
ditions here?" was asked. They
know less about Indian Territory
than the average ten year-old school
boy inChickasha" replied Colonel
Barefoot. "A few of them like
Senator McComber of 'North Da
kota who made the ablest speech
that has been made on the subject
exhibit an intimate acquaintance
with our affairs but most of them
have given Indian Territory little
or no attention. Ihey are posted
on the Philippines and Porto Rico
but Indian Territory is a 'terra in
cognito' to them."
Col. Barefoot gave some inter
esting side lights on Washington
and the wavs of eonirress. He
didn't think that the Stewart bill
for winding up the affairs of the
territory would pass but some sim

thought Chickasha was sure to get
a federal court.
The End to be Attained Com-
mittee Meeting Wedneseay.
The sub 'committee appointed at
the last meeting of the city demo-
cratic executive committee will
make the following report at the
full committee meeting 10 o'clock
Wednesday morning in the Mayor's
office:
Democratic Central Committe:
Gentlemen; Your sub-committee
to whom was referred the plan of
registration respectfully reports
andjrecommends:
1. That each applicant shall
sign I and send to the executive
committee an application declaring
that he is a democrat and will sup-
port the democratec ticket at the
election and that he has resided in
Chickasha jsince Oct- 4 1904 a"d
setting out his particular place of
residence.
2. The registration shall be
closed on the last Saturday in
March. All protests against the
registration of any applicants must
be made in writing before the fint
Tuesday after the first Saturday in
March and the primary election
shall be held on the next Thursday
thereafter.
3. The committee shall refuse to
register any applicant against whom
a protest has been sustained and no
appliv-utsson for registration shall
be received after the time fixed tor
closing the registration. All pro
tests shall be delivered to the chair
man of the committee and shad
hall not be considered untill the
applicant has reasonable notice.
4. All applications for registra
tion that may be delivered to the
committee by proxy shall be en
dorsed with the name of the proxy
and the committee may refuse any
application sent them by mail.
6. Until the time for registration
is closed the committee shall main-

shall be given and shall maintain
a clerk in charge thereof at the
expense of the election.
6. The primary alection shall be
held by five Judges to be selected
by the committee and the committee
shall employ as many clerks as
may be needed and each of said
Judges and clerks shall be paid
two dollars as expense of said
election.
7. There shall be but one place
of election and the balloting shall
be separately by wards and no
person shall be permitted to vote
hose name is not properly regis
tered. The ballot of anv oerson
voting contrary to this provision
shall be expunged by the Judges
of election or by thd executive
committee.
8. Poll Books should be kept and
the billots numbered and the votes
counted and certified is in & legal
election and in addition the clerk
shall record the registration num
ber of each voter so that his name
ballot and registraiton may be
identified. But the judges may if
they desire keep only one set of poll
books and may count the ballots as
the election proceeds.
9. All returns shall be made to
the chairman of the central com
mittee within 48 hours after the
polls are closed.
10. The executive committee
shall meet in public session in the
district court room at 10 o'clock on
Saturday morning after the election
and shall publicly scrutinize can
vass and declare the result thereof
and the candidate receiving Jthe
highest number of voter for any of
fice shall be the nominee for such
office and the two persons receiving
the highest number of votes in any
ward for members of the executive
committee should the members of
the executive committee in such
ward until their successors are
elected according to democratic
usage.
11 The executive Committee sha' i
prepare an official ballot for use at
said primary election and shall
pkee thereon the name of any can-
didate who shall apply therefor and
pay his proper share of theexpense .

ecutive committee has full and final
authority over the conduct of this
registration and primary election
and that it ought to be so regulat.

taken to procure that every dem-
crat who can vote does vote and
we believe that the recommendations
we have made will secure that end.
