bureau says that the passage of
the act conferring citizenship up-
on the Indians of the Indian Ter
ritory is creating a great deal of
confusion aud annoyance. This
bill was passed iu the closing
hours or congress aua was never
submitted to the interior depart-
ment for a report. While there
is no direct objection to the pro-
visions of the act the precipitous
manner of its enactment is invol-
ving matters in a great deal of un-
necessary embarasstnent for the
department as well as the In.
dians. Commissioner Jones as
an exfcuiple cites the case of loyal
i Sctninolcs. The money due these
Indians for property confiscated
1 iu the cnil war which was made
j payable to the survivors and the
heirs by the last congress and
I would have been paid in a few
I weeks is subject to further de-
lays by the new statas given these
j Indians under the act in question.
It is probable instead Jf money
being paid over to the enrolled
beneficiaries it will be necessary
to appoint administrators for
' each individual Indian entitled to
receive a Share of money.
This is only one of a number of
things that are arising to com-
plicate things. The commission-
er says a mistake was made in
not deferring the operation of the
act until the Indiaos had received
their allotment of lands.
