WAsutaoTox Aug. 3L The attontlon ot
the ln.er-Btnto Commerce Commission has
been called to the inroads which the Cana-
dian Pacific rallroid bas made Into tho trat
flo business ot tke American trancontln-
entnl companies since tha Inter-Btate Com-
merco law wont Into effect. It Is asserted
that tho law In connection With tho treaty
of Washington wh;h permits the trans-
portation of goods In bond from points in
one country through the torrilory of th
other back to tho country from which the
consignment was originally made bas re
sulted In tho natural advantage of tho Can-
adian company. This road ot course Is
not affected by thep-orlslomof tho Inter-
Btato law. Tbo long and short haul clause
does not apply to roads across the border.
Therefore the Canadian Pacini! road Is ena
bled to cut freight rates to a figure far below
tboso which tho American roads canoffcrtc
shippers. It Is tald by a gentleman inter-
ested In one ot the transcontinental lines
that the Canadian corporation sas been en-
abled to draw away thousand I of tons ol
freight which would natural!) come East
by tho American lines and all tho Iaciflc
companies have determined to ask the
Commission for some relief. If tho Com-
mission Is powerless and it seems that It
can do absolutely nothing under the cir
cumstances tho road will appeal to Con-
gress for relief. Thoy will have a reten-
tion offered directing tbo President to no-
tify tbe British authorities that tbe United
Blates desires the abrogation of the sec-
tion of tho treaty of Washington undoi
which guods can be transpcr.c.I In bond
from- one country through the other back
to tho country from which thoy originated.
This will of course meet with a decided
opposition but tbe railway pcop.o will
make a strong fight to pass It.
