President Wilson on Tuesday,
ordered the Atlantic tieet to Mex
ican waters to forcea public salute
to the stars and stripes from the
H uerta government, as an apolo-
gy for the arrest of American
marines at Tampico, Mexico, on
April 9th. It is reported through
diplomatic correspondence that
Huerta regards the arrest of the
marines as a subject for arbitra-
tion at the Hague.
President Wilson in reply thru
O'Shaughnessy is understood to
have told President Huerta that
the time for delay and evasion
had passed and that the Ameri-
can government would tempor-
ize no longer. Administration
(officials hold that insults to the
flag and questions of national
honor are not subjects of arbi
tration.
It will require a week or ten
days for the Atlantic fleet to get
to Mexican waters, and, during
t he mean time, if Huerta still re-
fuses to rrr-tke apology and order
the salute, the blockade will be-
gin as soon as the fleet reaches
Mexican waters. It is said that
Huer£a does not believe that the
American Government is in earn
< 'St., and it is believed that soon
as HuertaJ realizes what is going
to happen he will come across in
